Too bad most of the card draw spoiled so far is over costed. I'd have a better opinion of this "2nd card drawn" theme if they printed something like Merfolk looter. I'm afraid though that these days something that "powerful" would have to be printed at rare

Lol what?
Opt, and lots of rares and mythics enables this theme, also the dwarf as well is a enabler too.

Perhaps I should've clarified that I was referring to draft. You can't count on rares and opt can only pull so much weight. Not to mention Opt isn't that great in draft. As of right now I'm not impressed at all with the enablers for this archetype.
I love Mantle of Tides. Good 1 drop, remembers me of Delver of Secrets
I like they are pushing the limited second card draw matters archetypes. But in MH1 it was one of the worst archetypes, the only really good payoff was the Djinn card, the commons were mediocre. This set has more "second draw" cards, but it has less card draw options to activate the effects (MH1 had cycling, fact or fiction, a bunch of stuff). It will probably end up as another failed attempt I think.
Yeah, this ability made sense in MH1 with cycling... outside of Opt I've yet to see a single card that would make this "second card" mechanic viable in limited in any way.

Too many mechanics, not enough exploration of those mechanics.
I think I agree with you in part. This set feels a little unfocused. Diverse mechanics can improve gameplay experience but they have to create a dynamic to do so. This is somewhere farther along on the "Timespiral pile of unrelated mechanics" spectrum.
Conversely, there's a design trend of repetition that I find really Melvin-jarring. Like they find a new favorite mini-mechanic and flood the set with it.
Ok Mad Ratter idk if itentional or not is a double pun:
-The Mad Hatter from alice (looks like the redcap/goblin have a hat, soo the name fits)
-And a webadress by that name about a breeder of Dwarf RATS ( ) Go check it: https://themadratter.ca/
The logical conclusion is that the goblin is a crazy hatter (hat) that hunts rats (ratter) to sell them (themadratter-breeder of dwarf rats).
Hah! Mad *R*atter! Wow, I rove this rard way too rucking much!
Also, you silly silly pixie, he doesn't have your back, he's got you caged. In what scenario is that better for you than flying freely while accompanying him?

Letting you get your pay off every turn for no cost like that makes for terribly boring limited. Like Raid in Ixalan block where it was overly supported by evasive creatures and totally lost its meaning.
Do the second card mechanics stack? For example, if I have multiple things out that allow me to draw three or more cards per turn, would a card like Irencrag Pyromancer (in a blue/red deck) be set off multiple times?

You should ask such questions in the rules forum.
No, these abilities trigger only on the second card drawn in a turn not everytime they see you draw two cards. As such if they enter after you have drawn your second card in a turn it is impossible to get them to trigger that turn.

First, what is the flavor behind "second card drawn" and what is the flavor behind it and these cards/effects?
Second, as much as they are pushing it, no keyword?
