Borderless Planeswalkers are not the same thing as Extended Art cards. Extended Art have the same art as the regular card, just cropped differently to fit a larger box, and still have a border on most the card; Borderless planeswalkers have an alternate art and no border at all.
The extended art cards are cards that are comparable to the UMA boxtopper cards in style, while the borderless planeswalker cards are akin to the planeswalkers we saw in the mythic editions of GRN, RNA, and WAR. They are similar, but different, but both are reused styles from prior sets and promotions.

My understanding is from the draft boosters all showcase cards are available, only difference is common showcase cards only appear as foils, but the other rarities can be gotten in foil and non foil showcase.

Borderless Planeswalkers
The Extended Art are only on non-planeswalker, non-showcase rares and mythics and can only be opened from Collector's Boosters. There is one dedicated slot per pack for Extended Art, but then you may also get one in your Foil Rare/Mythic slot. Collector's boosters are also the only place you can get non-foil commons in one of the three Special Frame slots.
This means that the rarer cards in the sets will be the extended arts (which can also be found in foil) and the non-foil common showcases. Borderless Walkers can be found in both products.
So tonight I grabbed the white theme booster (because I like them) and besides the 5 copies of the common white non-basic land, all the cards were the regular frame.
Is this a known thing that the theme boosters are only regular frame? I thought maybe since the draft boosters had a chance of showcase frames, the theme boosters might also.

It is not said directly, but the article lists all special frames draft boosters and collector boosters can have, and nothing about them is said when talking about theme boosters, implying it only gets regular frame cards.
