Would it really be too strong if it said any target? In Standard at least, it wouldn't be too bad.
I was thinking exactly the same thing. But WotC probably didn't want to create a deck where one could draw 21+cards into their hand, cast this, then kill the opponent out of the blue.
Its pretty much the same as Fateful Showdown which is any target. This is just worse and discarding as a cost makes this tremendously bad against counterspells.
Letting another player draw card is also rarely what you want (unless it wins on an empty library).
Still "ok" in limited, if you can ditch like 4 cards you dont need, you get to kill something and draw 4 new cards, thats "ok", but could easily cost just UR and still be just "ok".
The flavortext kinda mocks the card in irony, as its just not that powerful at all and will rarely be able to actually kill a big monster (say 6/6), unless the "Monsters" are the humans.

Well that Narset was bad lol but looking at the powerlevel of most of the instant and sorcery in the set i think she may have a place.
