The art on this card is gorgeous, wow! I don't think it works with Leyline of Anticipation. It doesn't give them flash, it enables them to be cast as though they had flash. I think the subtle difference invalidates that interaction.
The flavor text is cool, too.

That is correct. same way that 'deals damage as though it was not blocked' is not the same as unblockable, it doesn't give the keyword itself, which is what this card cares about....to be fair, ikoria COULD give us that card

When I think of Flash, mono black is not the first thing that comes to mind. Is the hybrid cost there so that Sultai can have a fallback UB available if it can't get to UU on T2?

It's been becoming a way for black to have creature-based interactions.
Oh, I'm not saying it isn't tertiary in black. I am specifically saying, I feel like it's exactly tertiary in black and secondary in Green, after blue. But I do see your point about strengthening it in black.
Hoping this means there's a cycle of allied-colored hybrid Bonders. Cunning is a pseudo-lord for Flash, Proud for Trample. (B/R) would obviously be Menace to match the Rare Menace lord, (W/U) Flying and (G/W)... Idunno, Vigilance maybe?

They decided to move flash to secondary (green still gets it tertiary) around the fall Ravnica set last year to give blue/black an evergreen mechanic.

The point being made is that those two have swapped, or at least Black is secondary in it alongside green. They talked about that change being made around Ixalan, because it gives them a black/blue overlap keyword, which was missing.
Here's my take on the flavor text, as a native German speaker:
"We are each other's shadow, fleeting yet always present."
Only slightly different to boombox_smk's one, but I think more accurate. Experience shows, though, that flavor texts may differ wiiildly between cards' languages...
The card is dimir. Its a rogue which is a dimir tribe. Humans on Ikoria are primarily black or white with a splash of other colors. It has flash which is shared by the color pie, its flash matters ability is blue.

Well whether Ravnica or Ixalan came with an announcement to this effect, they then turned around and printed Nightpack Ambusher in M20 which is perhaps one of the best flash enablers in the game, so green is still clearly secondary for Flash. Don't get me wrong, I'll be keeping an eye out for Sultai flash and expect to see this guy and the Ambusher prominently in it. At a higher level - Green currently has 5 cards that care about or have Flash in Standard, black has 4, blue has a boatload. It could honestly be mono blue and not feel out of place.

I appreciate the correction. As a native English speaker, who took German in high school many years ago, and now relies on Google translate, I appreciate it. ;p
Also, in Standard this includes Whisper Agent and Lochmere Serpent. TBH, it gives Dimir control a chance again other control colors in Standard, being able to make Lochmere Serpent uncounterable.

You did a great a great job still, and I was afraid it would come across as me being... nitpicky..? or something like that.

Anyways, it's still possible that the flavor text ends up telling a completely different story in english, although I'd like it to be the same content in both languages.
What is this?!? I hope all those flash enablers cards like leyline of anticipation don’t combo with this

It's definitely been there, especially recently:

There is already Teferi, Mage of Zhalfir, who actually gives flash to other cards.

We think along the same lines. Where have you been all my life?
Without the flash cost reduction it's still a nice 2/2 with Flash to surprise.

Can we start a seperat thread to discuss which cards from the past, say, three to four years, we do and don't like, and why?
On topic: I do agree that the card as whole seems a bit off as u/b, especially considering that she can be played with only b...
Very understandable sentiment. I'd really like to know what the reasoning was to making this u/b.

This really does feel more UB (or UW) than hybrid to me. Regardless, cool card, nice take on a "flash lord" and gorgeous art.
