They have removed the last paragraph out of Maro's article, more than likely due to him stating incorrect info. Hopefully we'll get full clarity soon.

Either way, it’s a REALLY bad look for MaRo to be writing articles on a mechanic that he apparently doesn’t fully understand himself.

Yeah, it's important to remember that the last time Mark worked with Mutate directly, it was more than a year ago, and in a completely different form. If he's working off his memory, and not as easily able to go "hey Mark, how does mutate work again? It still removes only the top card when killed, right?" and get a response right away... well, these things will happen. And whoever edits it is probably used to Mark being able to check that quickly, and is really only looking for writing errors, not mechanical issues.

I would also venture to guess, its possible he was thinking about if you kill the targeted creature in response to casting the Sea-Dasher Octopus, the octopus still resolves as a creature.
In my workplace, and hopefully others, we work on an assumption that everyone is always doing the best job they can with the resources they have. I'm fully inclined to believe that MaRo just plain goofed. Im also very impressed by the candid and open tone of his apology.
On the card: I'd play this quite happily in draft, and maybe in a mutate constructed deck if UG or GUR mutate becomes a thing.
I am SOOOOOO happy this octopus exist. The WUBRG mutate EDH deck I want to build wasn't looking very good without a way to trigger mutate at instant speed or even just for a cheap cost, this does both at the same time while providing a bit of card advantage in the early game if you desperately need it.

Back in 95 or so, I made my first competitive deck - complete with island fish jasconius, dandan, phantasmal terrain, the arena...and, well cards that were actually good (mana drain, black lotus, time walk, timetwister, moxes, library of alexandria).
10 years later I met ninja of deep hours, and...ninjas...need I say more

Now now, Nadir Kraken is a Theros kraken, and therefore precious for me.
That said, I just love this card! It really is amazing. Lowers the curve of a sea monster deck, gives tiny and early options for the deck, draw, and some versatility with flash and mutate. But the best part is that art. It’s adorable and I love the use of green. This is the second time Chris Seaman really delivered. The guy does aquatic scapes so well, it’s like he was named for it or something.
I never thought I’d see cards I’d want in this set but this and ominous seas are an absolute must for my Arixmethes deck.
Time to edit my deck to include these for sure! Finally tiny creatures for sea monsters. Now make a simic kraken version of Managorer Hydra!

Also, for what it's worth, this Octopus seems really good. It's like a ninjutsu mutate. Ninja of the Deep Hours but better?

are you sure you have the right card? this just lets you draw on combat damage, it doesn't clone
