I like this design very much! It expands what Boros can do, and it fits the colors as physical training for a reduction rather than U(G)'s studying books/knowledge for a reduction. The only thing I wish was different was that it included triggered abilities. That way you'd get better payoffs from running Dawn of Hope and all the other cards that ask White to pay some arbitrary amount of mana for card advantage lol.
Edited: Removed the Mentor of the Meek tag because it is already at 1 mana lol.

I love this card a lot and appreciate the different approach on RW, although I have no idea what deck I'll be building, nor in what format, but will definitely try something.
It's also works well with the Gods... thinking of Hazoret the Fervent in particular, or with the Theros raare Lands cycle such as Castle Ardenvale

Ehhhh, the ability doesn't get in the way of combat and can sometimes be incidentally helpful, but I don't think it actively encourages combat, but your point definitely stands that Zirda can support a wide variety of deck types.
Also just reread it, the discount applies to any card you have with an activated ability. Cycling is conveniently an activated ability. It won't make the cycling cost for a Flourishing Fox cheaper, but it will make the cycling cost for a Dismantling Wave cheaper.
Please, mill me. Mill my important cards. Mill my lands. Mill it all. Because I will still deal 20 damage before you can mill 45 cards most every time.
