I assume if a creature mutates onto the bottom on a creature, then the top card can attack and use tap abilities since it's already been in play. But if a card like this mutates onto a creature and this becomes the top card, does it have haste?

It doesn't matter if it's on top or bottom, it's the same creature that has been in play since the beginning of the turn. So it doesn't technically have haste, but is able to attack and tap.

One rules question though: "...number of times it has mutated," can you mutate over and over? I thought once you mutated onto a critter it was over?

Any one creature with mutate can only mutate onto a creature once, but you can stack multiple mutations onto one creature. So as long as this is in the stack, it will keep track of future mutations (or past mutations) that the stack has had, and the damage will increase.
