Sure, there is a chance of spending $4 on a booster and getting the Mythic Rare $30 super card. There is also a chance of surviving putting your tongue in a light socket.
Sanguine Bond is 5cmc. Defiant Bloodlord is 7. This is quite the strong effect for 3cmc. I'm hoping this is a 2/2 or 1/3 so he works with his own activated ability, but yeah, really good effect for just 2B
The life gain/life loss thing has been done to death - it's a lazy, safe, and boring mechanic that I wish they'd move on from.
That being said, it's easier to get this online than Sanguine Bond, but it'll be much easier to remove as well. Too weak to be a commander in its own right, fine as part of the 99, though.

Honestly this is troubling for casual commander. Many casual tables HATE combo decks and this guy is a 1 shot kill with either Blood tribute or Exquisite Blood...

then those players will need to start running more removal, which is a thing that most casual tables refuse to do. the more cards get printed for edh, the less casual players can live in bubbles, that's just the nature of the game.
anyway, i kind of have a problem with this guy flavor-wise. this is a core set sure, but its also supposed to be a teferi-centric core set. so to me, including a dude from ixalan (at least we can assume ixalan because of the dusk rose Elenda, the Dusk Rose.) when teferi has never been there, and this guy isn't associated with teferi or anywhere he's been in any way... that feels like a hugely missed opportunity and more than a little messy in terms of flavor

There's nothing that mandates that things have to do exactly with the face walker of the set. Look at 2020. Not everything had to do with Chandra. Or at the very least the flavor is ambiguous enough that we couldn't say that she hadn't encountered it or been to that plane. Similarly there's no reason to think that just because the old books didn't say he had been to Ixalan(because it didn't exist at the time) doesn't mean he hasn't.
There was a theme leaning towards Chandra in 2020 and there will be one for Teferi in 2021, but nothing says that every card has to be linked to him.

Also, he is legendary so could fit into some kind of Goryo's Vengeance combo deck.
Very strong. Even before the power/toughness is known.
