Honestly, I’m not fully sure that phasing out will be keeping commanders down in the long run.
Phasing things out has been moved to a much more agreeable part of the storm scale, meaning that other effects like this can arise. If we see 2-3 similar cards in white over time, making it about as prevalent as “tucking” was, I can very easily imagine the rules committee taking action. Even if enchantment removal is far easier than grabbing a card from the bottom of your library, I don’t think that any mechanic that becomes too popular can be allowed to stop commanders from commandering in the long-term.

So it gets rid of those as long as it stays in play too
All true. Those cards are also all good commander-killers, though. But Oubliette isn't likely competing with them in commander anyway, it's competing with cheaper instant-speed monoblack removal, or black removal that does other things like gain you life or create zombies. This has great advantages against commanders, against reanimator decks, and with cards that care about devotion, but on the other hand it is 3 mana, sorcery speed, and is worse against enchantment hate.
I like seeing an increase in phasing as an occasional replacement for bounce, flicker, and O-ring effects with wizards aggressive printing of ETB and Leaves Battlefield triggers. It's always painful when you have to exile a creature with a relevant ETB trigger because otherwise it will kill you, only for them to immediately take out the permanent that's doing the exiling and get the trigger again. With this you have just traided 1 for 1 with them and are back where you were before.

The other things cause the auras to be sac’d and the equipment to deattach
1# the auras can just be resurrected or brought back to hand or put on top of library the graveyard depending on the deck
2# the equipment can just be put on another creature or cheapened or loopholed
So it gets rid of those as long as it stays in play too
