Either way, it's a pretty meh card. Works fairly well with Torbran, Thane of Red Fell, it's a on-color card that combos with Allure of the Unknown and it's somewhat versatile on the sense it counters two different things. But, in the end, Lavinia, Azorius Renegade just does it better and that card did pretty much nothing of significance.

At the same time, there really isnt an abundance of free spells in standard so this feels like a plant for other formats
I guess thats fine. Its fine at what it does, but it just doesnt seem like standard really needed it right now and so it gets back to that whole idea of low effort design. Where we dont actually work toward making a standard worth playing.
I like how it makes golos, tireless pilgrim activations painful, comboing with Bolas’s Citadel becomes positively lethal and cards that use only Phyrexian mana become much less free feeling. Looks fairly useful for burn decks in eternal formats depending on the meta, though it seems like it was meant to be a counter to fires of invention in standard which has already been banned.
This smells a lot like a "metagame" throw in to make Fires of Invention terrible.
It hates pretty specific cards.

Also all the 0 mana artifacts and the like, so this might be relevant in vintage "burn" decks (not that they are a thing normally).
If this can reliable hit just 1 time for 5 damage, it deals 6+ damage for just 2 mana investment.

Will hurt a bunch of random mechanics here and there, so its as much of a "metagame" card as it gets.
If it matters it matters a lot, otherwise its a 2 mana 1 damage each upkeep, which is pretty bad on its own.

Absolutely love this and will put it in most of my red commander decks. I don't play mana crypt and other free rocks, nor do I play storm but I will enjoy punishing those who do.

I would think not considering how badly it would hurt you. I don't think this would promote a single-deck format at all.

It wouldn't be unreasonable at all to side it in a mirror when one of your most important cards is a format-defining Planeswalker that can turn it off whenever it becomes inconvenient for you. And even if not, the alternative of having a main matchup in the meta be Jeskai Fires vs Jeskai Control wouldn't be much of an improvement either. It would be like Scapeshift meta where your choice is picking what flavor of Bant you want to play.
And just to clarify, I know Teferi rotates too. That's my point, it's ultimately just baffling that this card exists. It's either too little, too late of a counter to a top tier deck that isn't relevant anymore, or it would arrive when Fires was at its prime and this would arguably make the format worse.
This card might be really good in Vintage (strange, but true) because it both prevent lifegain and works as a way to deplete the opponent's life points with relative ease and if your opponent plays 4 mox or pitch-cards, he is at 0 pv in no time.
i think this might be maindeck-able now because
1. It's a clock... even though its 1 a turn, there's at least some pressure on the opponent.
2. With Omnath still on the loose, leaving 1 red mana open might become a habit.
3. Genesis Ultimatum.

To answer your question this time, however, no. Blinking is not casting the spell, and so Roiling Vortex does no damage for the cards re-entering the battlefield. The most it can do is prevent life-gain from happening as a result.

I’d use it in Rakdos, Lord of Riots, but it just missed.
I also can’t help but wonder if this means Edgewalker is actually in the set.
The strange thing is that what is lacking is the deck to use this card (an Enchantress with Elvish Spirit Guide/Simian Spirit guide?).
