I mean, it could see play as a top end finisher in something. I could see this just being in Mono White EDH decks only because it's a land that also does something if you get it late game.

I don't know if I see this in constructed, but I think it has a place in limited. You don't mind so much that it's overcosted, because it's a late game finisher, and you can drop your land count by 1.
The cumulative effect of all these decent DFC lands is that limited may be a lot slower and less aggressive, or decks that don't run them have a chance to get an edge by playing more regular untapped lands.
It can't because white mass pump can't be bigger than +2/+2 in standard. And even outside of standard, the only exception I know of is Ajani's brother from c14 (or whatever year was the monocolored pw commander decks).

It doesn't look splashy but this is a good addition to token strategies in EDH, specifically for and . Sometime's the pump spell will do some real work. Often times it will be a land that white decks so often need. This will be a 1.00 card after Mitch wins a game with it on Commander's Quarters.
