we already see the first two copy effects on multiple things within the format, and that's not game breaking. copying permanents is also nothing new and there are far more combos that exploit that more easily without breaking the format...
that you have to pay mana and tap it down really limits it. honestly, i don't think it even makes the cut in a lot of decks. it'll be that hot new artifact everyone jams into all their edh decks for a few weeks after release, then promptly cuts because its just not doing enough. like they did with strionic resonator.
Well, I'll agree that it won't be banned, ever. It has nothing in common other than card type with the absurd time waster. I'll disagree that it'll get cut, though. Strionic Resonator and similar cards need a critical mass of stuff to copy where this needs nonland cards. That makes it much easier to jam into decks and get value. The question is more whether you can afford to activate after the thing goes onto the stack.
I wonder how this interacts with Auras or the Mutate mechanic - if you copy an Aura or mutating creature spell, would both have to go on the same target? The final mode says nothing about 'pick new targets'.

yeah, seems like you'd have to make both auras target the same permanent.
I have good news. Auras that aren't cast entering the battlefield simply attach themselves so you can actually even put it onto a shroud creature. Just don't go for protection because that will still remove it.
This card gives me hope that we’ll one day see my custom Clone that can be an Instant or Sorcery as well as any permanent.

Yeah, the rules are mean. I guess you could literally turn a creature into "up to one target instant/sorcery on the stack" and have the creature resolve as a clone if you don't, but that would be very wordy and confusing.
And here is the money card of the set. Commander is going to make this card explode in price over time from how much utility it has. This thing is like Mirage Mirror and Trading Post levels of utility for what it can do. The only issue I have is that it's mythic, but I guess that's not a surprise.

I have bad news for you. You are confusing entering the battlefield and not being cast. Replenish can put auras directly onto the battlefield. Though copies aren't cast, a copied spell is created on the stack and functions just like the original spell; meaning it has the same targets by default.
Because permanents don't typically target they left off the "you may choose new targets" from the permanent copy spell. Meaning Auras will have the same target.
I'm am glad they are printing this card just because it requires them to make an update to the rules that answers what happens when a copy of a permanent spell resolves. Currently, it is undefined because this can't happen right now.
I actually suspect an errata that lets you choose new targets for the permanent spell will be coming and it was simply an oversight like the moonfolk card in Kamigawa or the artifact creature in Worldwake. I looked up the rules and it turns out you're actually right, though. I don't think the rules need much of an update other than creating a token copy of the permanent spell when the permanent spell copy resolves.
I’m considering running this in my cEDH Slivers deck. There’s 58 Slivers with copyable triggered or activated abilities. And since I’m a guessing man, we’ll see more brand new Slivers in Modern Horizons 2.

That would be pretty great. Now if only we get a shapeshifter lord that boosted creatures that were copies of something else.

The same way Custom Card Creators have suggested for years. Put the copy on the stack. It resolves into a token.
Finally creatures with replicate are one step closer to becoming a reality.
The most important thing about this is that we can finally get an effect like "Copy target spell." Full Stop.
