Nice! So glad we finally get Krark, the Thumbless! He should be missing twothumbs if I'm correct. I hope there's a differently colored partner that also helps with coin flips, ala the pair from Battlebond.

There is a large cadre of people who will adore this card, and a larger group of people who will roll their eyes every time they have to sit down at a table with someone playing this.
Yeah, it really doesn't look like he's missing any thumbs... He has one hanging around his neck though. This is a terrible quality photo. I hope the actual card art is crisper and clearer. I forgot that he'd be a Mirrodin gobbo - I was never a fan of their design.
It returns the spell to your hand, instead of "countering" it.
So if you can get a profit of a spell regardless of the flips outcome, its all upside (like storm, replicate, any other "copy" ability on spells).
Sadly doesnt work with flashback returning it to your hand (it will always be exiled if flashbacked and similar mechanics).

Can totally see some Partner commanders to rock the floor with this guy, can get ugly quite fast if you double up on some Rituals (as you can just play them again if they get back to your hand).
Say Dark Ritual , if you fail 2 times and the 3rd is an success, you get 6 black mana out of it, for the cost of 1 card and 3 mana.
If you succeed right away, the ramping is quite unreal.
Also works really well with Phyrexian mana free spells, especially Noxious Revival, as you can just cast it again if you fail, and if you succeed, you get 2 copies putting stuff back (like a Manamorphose, which almost goes infinite with Revival putting it back on top and looping for mana and cards).
I expect this to be a REAL card for decks that can take advantage of this regardless of the randomness.

You're missing some fairly critical pieces that were specifically called out in the post you're replying to: Storm and Replicate. In the case of Storm, if the spell is cheap enough you just get to increase your storm count by 1 and cast the spell again. That can be very good in the right situation. In the case of replicate, all the other copies resolve (I'm pretty sure that replicate happens when you cast the spell not as it resolve), and then there are various niche cards that reward you for casting spells (Thousand Year Storm etc.)

Overall, not really a fan, but I might give it a go in my Wort, the Raidmother deck. Just not sure if I like the unpredictability.
There are definitely things I like in Izzet like Tidespout Tyrant and since Krark has Partner that's a real possibility. I think the tricky thing is finding spells you don't mind being bounced or copied, a sweet spot between cheap and worthwhile. Obviously all the blue 1cc cantrips but beyond that you want to be able to do stuff.
