I really don't like this kind of play style and anticipate it would turn a lot of people off from social cards and make them not want to work together / play together in the future.

Why would it ever destroy a permanent controlled by the same player that it hit? Unless you're down to a duel or no one else has any non-land permanents, you hit Player A, and then Player A chooses something controlled by Player B or Player C.

Agreed. That's almost akin to breaking a deal and will not only make me never make a deal with you again, but it will also draw retribution in later games, possibly even with my mono-blue deck designed exactly for that type of situation.
i really like that it promotes politics in a nice organic way. these kinds of things come up pretty consistently. it also allows for a lot of twists. like hey hit me and i'll pop that earthcraft, but nope instead you pop someone else's bitter blossom. that can be fun, and encourage the social aspect of the game for sure buuut...
what i don't like is that its an artifact, it costs 5 mana, and it has to actually connect while having a relatively microscopic p/t
being an artifact makes it super easy to hate on. its low power means it can be blocked without much of any risk. its low toughness means it'll die to just about anything thrown in front of it. it doesn't have haste, it doesn't have an alternate form of evasion other than flying. its 5 mana... there's better ways to nuke stuff that are cheaper, and more easily recurred.
its a cute card, but its not really a good card. rarity also has meaning this time since these are packs not precons.
this one won't be fun to open.
and yes, i'm aware that the politics part means the defending player just won't block it... except because it could also be used against them the next turn or whenever, smart players just kill it and don't put their crap at risk.
This card is going to be great for politics, especially if you can give it haste, double strike, or multiple attacks. Your opponent will be happy to let this hit (once at least) if they get to kill the biggest threat on the board with it.
Once you are down to only 2 players, it becomes basically a 3/2 flyer with "when this hits, they sacrifice a nonland permanent" which is actually sort of fine too. But that's the only time I'd be concerned about its evasion/size.
