meh, there's a ton of ways to buff tokens, and creatures in general, in white so giving them a fat ass isn't all that appealing. the real benefit might be partner but again, you're already in white so do you need an anthem on a stick in the command zone to make buffing your team worthwhile?
This is interesting. At the very least, it's a Glorious Anthem for tokens, with the drawback of only being during your own turn and the upside of having a mana sink attached. If you have no synergies to work with, it's fine, but unexciting.
Getting a massive butt during your own turn is only marginally useful, so the real question is, "how can I abuse this toughness boost?". High Alert, Huatli, the Sun's Heart and Assault Formation are the obvious choice, and suddenly dropping an army of 5/5s should not be underestimated. Loxodon Lifechanter and Angelic Chorus can skyrocket your life total to massive numbers. Dropping Towering Titan on a decently sized board can make a Giant big enough to one-shot players.
Problem is... I don't think there are quite enough payoffs to make this work. I think that as far as Uncommon Commander Partners goes, this one is actually one of the most interesting ones, but we still need more Toughness matters cards to get there.

Agree they should had straight up buff the creatures not just tokens and even the token generator ability is highly cost

A token/toughness matters/life gain deck? Sounds janky on paper, but I actually like where this is going. As far as potential partners go, Ikra Shidiqi, the Usurper really stands out. This could allow you to run Doran, the Siege Tower instead of High Alert. Also, if Prava of the Steel Legion is the only way you buff the actual power of your tokens, you could also run Sidar Kondo of Jamuraa in the 99 to sneak that combat damage in. Then include some lifegain payoffs such as Sanguine Bond and call it a day.
This deck would still be pretty reliant on specific pieces to work, but green/black card draw and tutors could get them more consistently, and the level of recursion in these colors could also get those pieces back if removed. Who knows, maybe this deck wouldn't be half bad...

Adding B also gives you all the benefits of Zombie tribal, which often deals with 2/2 tokens too. Just imagine resolving an Army of the Damned with Prava and Angelic Chorus. Sure, lifegain doesn't wins games, but gaining 78 life in one fell swoop sure does helps.
Overall, don't think it's a super powerful Commander, but as I said, of all the Uncommon Partners, so far this is one of my favorites.
I like Prava in the 99 of a cat tribal deck. I feel like cats as a tribe are kind of all over the place, like a cat chasing the dot from a laser pointer.
Cats can go tall with Arahbo, Voltron with Nazhan, or wide with Mirri. I think Prava supports Mirri best with stuff like White Sun's Zenith and the Ajani that makes mad cats.
