Hullbreacher seems like it would make those everyone draws a card more one sided. Vision Skeins you draw 2 then get two treasures for each opponent. Effects like Echo of Eons can nuke opponents' hand and graveyard. Lore Broker/Jace's Archivist everyone loot/rummage effects ends up being opponent discards a card or hand.
I don't know how many of you were around when legends was standard (what we used to call "not restricted or banned") but chains of mephistopheles and howling mine was oppressive. This requires a slightly newer instrument of suffering anvil of bogardan but you can lock your opponents out of non-instant speed removal. Almost makes me want to run og teferi, mage of zhalfir to properly oppress the people that once were my friends.
A weaker Notion Thief, with less restrictive colors. With how rarely I even see Dimir+ decks run Notion Thief, I'm not sure this will be too broken. More played, maybe, but it's fine. Yes, it could have been white, but it's fine in blue too.

but... it does 2 things here. they don't get the draws and you get the treasures. you're neutering your opponent and pushing yourself ahead. if they wheel they get rightly ****ed and you have the capacity to keep going through all the treasures you'll get. its not just one opponent either, its all of them. i feel like you're under estimating the potency of that. narset parter of veils sees tons of play just because she shuts off those additional draws. this guy does that, and gives you mana too. its effective against more than just wheels too, brainstorm? sylvan library? treasure cruise? con sphinx? there are just so many ways people draw cards and this goes nope while pushing you ahead enough to either barf something game winning out or at least protect your set up.
comparing it to notion thief... i think its not a fair comparison. sure, notion thief shuts off those draws and lets you draw a ****ton of cards but he doesn't ensure that you can do anything with those cards. i've seen it happen more than a few times where someone draws out, or has to discard 20 cards because all notion thief does is make you draw.
personally, i'd rather shut off my opponents draws and ensure that i have the capacity to play my deck out instead of shutting them off and just drawing a ****ton.

It’s leagues better than Notion Thief, who only does what blue already does best, and what blue spells played with Humlbreacher’s treasure mana that turn will already likely do. It’s fast and gives blue something it isn’t as good at as other colors. For 3 instead of 4 and less color intensive. As stated earlier the toughness is also a bonus. It’s all around superior

I have seen people with large amounts of mana pass turns because they had nothing to do with it.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. What drawn spells? Hullbreacher never draws you any spells. You still need to have them to move forward.
Every color can ramp, blue isn't even the worst at it, especially with it's love of artifacts

That actually happens quite a lot with notion thief esp. in wheel decks like when you notion thief say r4 and wheel r5 you will discard to handsize most likely unless you drew and or had a card with no hand limits. Even when you draw alot of rocks you will still discard.
You'd still most likely win but that is most likely not due to the cards drawn but due to the fact that your opponents are now in top deck mode, and that can be achieved with any of those three cards. So to me they fill the same deckbuilding space.
When it comes to which is better depends on how you plan on using them, If you use them defensively (aka not in a wheel deck, or not in conjunction with a wheel immediately) if you use them proactively it makes not much of a difference (Except that 2 are 3 cmc and mono colored and one is 4 cmc and multicolored) since they did their main thing (disrupting your opponents hand) already.
I would for example play the thief in a non wheel The Locust God ( if that were possible) than the hullbreacher.
Or In a Mulrdrotha deck I would be more likely to play Hullbreacher than thief.

Not if you're playing Blue correctly. Blue is inherently the leading color of draw. You're more likely to need mana in order to keep the engines going on what Blue has managed to draw.
I'm with everyone else that feels that Hullbreacher should be a white card.

I would for example play the thief in a non wheel The Locust God ( if that were possible) than the hullbreacher.
Or In a Mulrdrotha deck I would be more likely to play Hullbreacher than thief.
