This was a solid card the 2nd time it saw print after the days of the really damn good counterspells were long gone. In a landscape where counterspells are even at more of a disadvantage then when Rewind was printed last then I expect this card to show up in all controlling decks. The card is horrible in decks that can not utilize mana at EOT though so it basically regulates itself out of decks like Delver at the 4 mana cost.
it only really saw play when teachings needed a good answer to dragonstorm decks. these days, I'm not sure what would go well with it. It is a solid counter in straight control decks, though.

Restoration angel is a good card though, same with Snapcaster Mage. You can rewind their spell, untap your lands, then flash in something at their EOT fairly easily.
Oh, I thought he was talking about playing a spell that is countering a spell with counters on it as it comes into play, but I see you guys were just discussing whether he was flashing a creature with flash in order to flash a flashback or just flashing a creature with flash but not needing flash in order to flashback a spell without flash.
It is nifty that this card is amazing in multiples though.
Assuming they are trying to cast 2-3 sorcery/creatures in a row in a turn you can counter them all and still have mana untapped with 2-3 copies of this card.
Something like Rewind that okay Rewind that okay Rewind that, cast EOT Blue Sun's Zenith for 3-4 cards my turn.
If there's some good instant card draw in the format (Even if it's just Jace's Ingenuity) then this will see play. It's probably better positioned now than it was back in the day, because nowadays there are six-CMC and up things worth countering.
This card is actually fringe playable in Modern and Pauper, by the way. I hope they finally replaced the horrid original art.

On average, Magic players are worse at new card evaluation than almost every other skill, except perhaps sideboarding.
This card was amazing back when Teferi, Mage of Zhalfir and Mystical Teachings were in standard. Whether or not it sees play in standard all depends on what else is printed. As of now, there's not a good deck for it.
EDIT: Although, I could imagine some sick uses with Yeva, Nature's Herald.
I like it, but the question is how does control handle the first couple of turns post rotation, losing the 2 CMC broad counter and the 2 CMC kill spells are an issue.
I'm hoping the format slows down a bit so that draw go with cards like this can work well, because I'd love to play it.

Will be really good before rotation when you can still cast your Doom Blades and Mana Leaks. Post-rotation you still have Forbidden Alchemy and Restoration Angel and whatever good stuff comes out in Rav.
The untapping is only relevant in seldom situations, and i'd rather pay one less mana to exile the spell than get a whoop-de-doo untap my lands once and a while.

I prefer dissipate too, Rewind's untap land ability is too situational, and costing an additional mana means it may be too late to counter opponents early spells.

But yeah, dissipate is definitely better. Counterspells aren't very popular right now, so the untapping is much less relevant and much more situationally good.
I dunno, with lots of instants and tiago its got a good reason to be run over dissipate. Granted it needs 6 instead of 5 to be flashbacked which is a big difference for monoblue, but if you're working a draw/go shell and operating out of their EOT, its a shoe-in
Sadly, such a deck simply doesn't exist in a meta filled with hyper-aggressive hexproof uncounterable creatures in tempo decks
Also, a different counter spell implementation for standard was just revealed. Not sure if this was good back when it was in standard or not.
