What troubles me about this card is that there's no ... mixup. Once 4 mana goes active it's just better that you have it. If the other guy doesn't have relevant instants to go over the Rewind.... you just cast the Rewind if you need to hit the next thing, or if you represent any instant advancement at all (USZ). You never don't cast the Rewind except inasmuch as you don't overexpend your resources - but that becomes "never" if you have the instant card draw and the other guy doesn't, like, mock you with a bait.
What would be interesting, but I don't see how to mechanically accomplish it in any pretty way, is if a Rewind homage were printed, which strategically had the effect of the same strength when you anticipate the move you can counter going first, and then being ready for afterwards, but the opponent could instead switch what they do, and using Rewind on the second thing is a mistake (but still counters it).
What I've described is very nearly impossible, since a counterspell is a counterspell. There's nothing to switch, because it's all counterable. You Rewind if you will get something decent for the mana. Period. What I see would involve horribly abusing the words 'flash', 'stack', and possibly 'if able'. The execution would have to be just right for all the complexity to still read as the elegant time rewinding concept.
4 mana spells I suppose deserve to become stronger simply, but I'm concerned for the balance factor of Islands overall, plus wary of whatever ridiculous combo that R&D has to avoid printing in the awesomeness that is RavII. Rewind can define formats, is basically the consensus heretofore. When that happens with a counterspell everyone suffers.
Am I wrong? Is there a wrong time to cast this?
Wrong time is simply defined by "you have nothing to follow it up".
Its 4 mana, compared to dissipate, which exiles the spell, which is more than important if you want to fight Gravecrawler or flashback spells.
Its not totally bad, but its hardly a "good" counterspell if you plan to play something AND protect that.
Its a pro-active counterspell, in which you have to counter soemthing that taps them out to safely get your flash creature.
With so much counter-hate in the format (Thalia is a pain, which means you pay 5 to get a counterspell) you might not get a hit when you need it.
Keep in mind, 4 mana is a lot, you will not even get to 4 mana on turn 4 all the time. Sometimes you sit on 3 mana for a bunch of turns and you will hate yourself for playing Rewind over a cheaper counterspell.
Rewind is ridiculous, but for four mana I can accept it a little more - there are people who wish it was three mana. The only possible way this won't see play is if all the permission players make a pact not to play it, and go on strike until they retcon Counterspell and Fact or Fiction into M13.

When playing against U, you typically play through or around a counter.
Rewind makes playing through more difficult.
Play a spell you think will get countered just to get the card you REALLY want down on the board. Sucks when they rewind the first spell.

I can see that showing up at deckbuilding, sure. But let's say it's in the game and Rewind is justified in the deck for one reason or another. Rewind is also in your hand, and you are planning how to use it. (You may or may not have another counter. Make whatever assumptions or distinctions in the scenario are needed to make a point.)

Or... is it , about, whether the other guy correctly sees that you have the Rewind + other counterspell, or have Rewind + need to bluff the other counterspell?

I play 4 Think Twice in my Esper Superfriends, which makes this an attractive card. However, 4 mana is pretty high, especially with 4 Snapcasters. Is this desirable over Mana Leak (4x) or Dissipate (3x)?
At the end of the turn Conley activates alchemist refuge plays shock and casts worldfire at instant speed. Flores respondes with a mana leak. conley rewinds the mana leak. flores responds with rewind on rewind and after rewind resolves flores snapcasters in a manaleak on shock.
During his next turn Flores swings for 4 and wins the protour.

This was a solid card the 2nd time it saw print after the days of the really damn good counterspells were long gone. In a landscape where counterspells are even at more of a disadvantage then when Rewind was printed last then I expect this card to show up in all controlling decks. The card is horrible in decks that can not utilize mana at EOT though so it basically regulates itself out of decks like Delver at the 4 mana cost.
Rewind was always one of my favorite, slap you in the face counterspells. In legacy I would always use this one first when I had the mana and keep my counterspells on reserve. People are more wary when a blue control player has untapped mana.
it seems really good with tamiyo, yeva, think twice, restoration angel, snap, and instant speed removal spells. if it sees enough play, it will make players make awkward plays after attacking when it would have been more beneficial to play first then attack out of fear of getting their spell countered and then creature killed before swinging... seems pretty boss.
