A Rule Of Law is in play; I control a Sigil Tracer and another wizard.
I play my spell for the turn, leaving enough mana sources open to activate the Tracer.
My Opponent responds to me playing my spell with a counter spell, targeting my spell.
Am I right in saying I can use the Sigil Tracer's ability to copy my opponents counter spell, and counter their counter?

To clarify, copying a spell is not the same as playing a spell. So even though there is a limit on how many spells you can play, there's not limit on how many copies you can create. Of course certain effects like Isochron Scepter require you to actually play the copy, but in cases like the one in your original scenario the copy is put directly on the stack and thus bypasses any restrictions on playing.
Spells that can only target spells of certain CMC's and cannot affect themselves:
Disrupting Shoal -- counters spells with CMC x, but will have CMC of x+2 on the stack Spell Blast, Spell Burst -- same as the Shoal, but with CMC of x + 1 Spell Snare -- only counters spells with CMC of 2
Spells that counter themselves, but would also still counter your spell: Time Stop, Swift Silence
Spells with other restrictions: Avoid Fate -- spell countered must target a permanent Confound -- spell countered must target a creature Dawn Charm -- spell countered must target you Ertai's Trickery -- only works against kickered spells Faerie Trickery -- can't target Faerie spells Hisoka's Defiance -- only targets spirit or arcane spells Intervene -- spell countered must target a creature Laquatus' Disdain -- only works on spells played from 'yard Last Word -- can't be countered Nix -- only works on free spells Psychic Trance -- only if you control another wizard Rebuff the Wicked -- spell countered must target a permanent Teferi's Response -- spell countered must target a land
I also didn't include mana-based conditional counters: Mana Leak, Rune Snag, etc., which might or might not work.
EDIT: Added category for creatures with Comes-Into-Play counters, since Tracer cannot copy them (Thanks, Fluke32.) Also removed Jaded Response, since your Sigil Tracer serves as blue creature necessary for your copy to counter theirs.

You can add Spell Burst, Spell Blast, Last Word, Envelop and Flashfreeze to the list... as well as others.
Spells that don't target the right type of spell and thus cannot counter themselves:
Annul, Artifact Blast, Envelop, Exclude, Extinguish, False Summoning, Illumination, Mystic Denial, Overwhelming Intellect, Preemptive Strike, Remove Soul
Spells that don't target the right color of spell and thus cannot counter themselves:
Blue Elemental Blast, Burnout, Flashfreeze, Frazzle, Hyrdoblast, Pyroblast, Red Elemental Blast
