for example, i have a leech bonder that can move counters around, and i can infinitely tap and untap the guy at will.
my opponent has a board full of about 30 2/2 creatures. can i use the 2 -1/-1 counters on the bonder to one creature, making them 0/0 and just as they are headed to the graveyard, move those same -1/-1 counters to other targets, effectively wiping out his side of the board?
No. After the second "move counter" ability resolves, state-based effects get checked before any player receives priority. The relevant state-based effect in this case is "A creature with 0 toughness is put into its owner's graveyard." So the creature gets put in its owner's graveyard before you have a chance to play the "move counter" ability again.
