The current rules for playing a spell is "Determining costs ... apply cost increasers and reducers ... paying for the spell." But Devin Low's article on the magicthegathering.com says this:
If an effect reduces the cost to play a spell by an amount of generic mana, it applies to a monocolored hybrid spell only if you've chosen a method of paying for it that includes generic mana.
So Stormscape Familiar will only reduce the cost of Beseech the Queen if you choose to pay at least 2BB for it.
That makes sense inherently, but how will it work in the rules-sense? Will they have to add in a step that says "You declare how you will be paying for the spell" before applying cost reducers?
A related question - With the 'original' hybrid cards (e.g. Selensya Guildmage, did you have to, at some point in the process of playing the spell, declare whether your were gonna pay WW, GW, or GG (and then stick to that choice)? Or was it more like 'Once you got to the step where you had to pay the all costs, you can just use whatever combination of G/W u have in your pool'? There was no difference then, but now that there are cost reducers in the question, there is one now.

I think this would all come out in the "locking in the cost" part of casting the spell. Part 409.1b. It would be the same as when you pick a number for X.
Familiars can't reduce the costs of spells by their coloured mana components, but they work fine with colourless mana components. So, if you choose to pay 2 instead of B for one of BTQ's hybrid symbols, that cost would be reduced by 1.
