If I have Whip of Erebos out and I activate it to bring a creature back, if I activate Legion's Initiative can I permanently bring back the creature?
Yes, if you activate Legion's Initiative prior to the end step, the creature brought back by Whip of Erebos will still return at the beginning of the next combat.
I feel this is incorrect, if you activate the initiative and a creature that was returned with whip leaves(to be exiled by the initiative) you would then have a replacement ability trigger from the whip(exiling instead of putting it anywhere else). Even though the initiative would also put the card into exile, it's the replacement of the whips ability that would prevent the creatures return.
Just to be clear: the game would look back to see what was exiled by the initiative, and that the creature wouldn't be one of them( as it was replaced by the whip).
"Anywhere else" means exactly what it says: not exile. Because Legion's Initiative puts the creature in exile, the replacement effect of Whip of Erebos won't be applied and won't interfere.

Using the normal conventions of English grammar and Magic card templating, that means "...anywhere other than exile". "Anywhere other than the battlefield" doesn't even make sense, because it's talking about an event where the creature would leave the battlefield going somewhere else.
