Yes, you would gain control of the creature. The same would be true of an artifact, enchantment, planeswalker, or any spell that places a permanent into play (such as Fated Intervention)
Correct me if I am wrong, but after the following ability resolves:
Whenever an opponent casts a spell, you may exchange control of Perplexing Chimera and that spell. If you do, you may choose new targets for the spell.

That may not work. Whenever you exchange something, if the permanent you're exchanging no longer exists, then the exchange doesn't happen. See Gilded Drake rulings. Only way around it, would have to be abilities that put things into play, so no more instants and sorceries.
Just trying to cast Venser will trigger the exchange for your opponent, so they may end up with Venser (if they chose to exchange it), which means the ETB trigger becomes theirs. You'll need to have bounce on an ability to activate.

This is the kind of creature I can get behind! One problem I see, you have to be VERY choosy about what you take and what spells you play after him. You probably want to cast all of your good stuff before you exchange anything. Let's say you you steal a polukranos with it, you are now DONE casting removal. You just have to make sure you can win soon after taking their spell, and that you don't care about them having a 3/3 on board. This also does nothing against a supreme verdict.
But, given these thoughts. How cool would it be to steal someones kiora, make an emblem, and proceed to beat them with their own kraken!

I believe that with X, since the X's mana cost is determined by the amount paid for it, so essentially when said spell it cast, it has a fixed CMC dependent on what was paid for it, which I believe means that you can't change the value of X when that spell was cast.
With the charms, it may or may not be the same concept with X. I'm not too sure.

So like, I exchange control of chimera with master of waves and make a bunch of tokens (actually another question, whos devotion does it go off of?). Later I play rakdos charm to kill their bident or something (and I have no artifact on board). They exchange control of chimera with me again to cast my rakdos charm, can they then make me take damage for each creature I control (assuming I still have tons of master of wave tokens on board and will die from this effect.)

Master of Waves has an ETB effect, so it goes off when it actually enters the field under your control, so the devotion will count for your side of the board. With the Rakdos Charm, I don't believe you'd be able to do that. I think when you cast spells that have multiple choices like the charms, you assign that spell's effects by "choosing one" (or more), so it becomes a static effect on that spell itself, which would mean switching that with the chimera locks the choice in place.

The key is that whatever you are exchanging the Chimera for has to be more powerful than the Chimera. In Legacy, I'd love to exchange my cheated-in-with-opposing-Show and Tell Chimera with Burning Wish, Petals of Insight, Cunning Wish, Enter the Infinite (sort of), Emrakul, or Griselbrand.
In Modern, at least the Chimera harasses RG Tron hard. I'd love to exchange it with Karn Liberated, Emrakul, Oblivion Stone, or Wurmcoil Engine, and at least Pyroclasm can't kill it.
