Yes; if someone activates Scavenger Grounds, the effect goes on the stack, and even if you respond by destroying it, that effect will happen. The sacrifice is also part of the cost, so you can't respond by destroying the sacrificed Desert either.
If they use Scavenger Grounds sacrificing another desert you can respond by using strip mine, it will resolve first then the scaenger grounds trigger will resolve.
Order is important
Player A activates scavenger grounds sacing a desert, Desert goes to graveyard as cost, ability goes on the stack
Player A Chooses whether to pass priority or activate other effects,
Player B may respond to the trigger,
Player B uses strip mine targeting the tapped scavenger grounds, srtip mine goes to graveyard as part of the cost
Player B Chooses whether to pass priority or activate other effects
Player A Chooses whether to pass priority or activate other effects Strip mine resolves destroying Scaenger grounds Scavenger grounds ability resolves exiling cards in all graveyards
*Note if scavenger grounds sacks itself it cannot be targeted as it is already in the graveyard and still gets removed by its ability.
*Note 2 if you want to counter the ability you need to use a spell like stifle
*Note 3 if strip mine is used first it is in the graveyard as part of the cost and will be exiled if the other player uses the ability on scavenger grounds which can sacrifice itself as it has not been destroyed yet.
