Each replacement effect can only be applied to an event once. But, if after applying the first, the second still applies, it will apply as well. The player being affected at each step chooses the order to apply the replacement effects.

If two or more replacement and/or prevention effects are attempting to modify the way an event affects an object or player, the affected object’s controller (or its owner if it has no controller) or the affected player chooses one to apply, following the steps listed below. If two or more players have to make these choices at the same time, choices are made in APNAP order (see rule 101.4).
616.1a If any of the replacement and/or prevention effects are self-replacement effects (see rule 614.15), one of them must be chosen. If not, proceed to rule 616.1b.
616.1b If any of the replacement and/or prevention effects would modify under whose control an object would enter the battlefield, one of them must be chosen. If not, proceed to rule 616.1c.
616.1c If any of the replacement and/or prevention effects would cause an object to become a copy of another object as it enters the battlefield, one of them must be chosen. If not, proceed to rule 616.1d.
616.1d Any of the applicable replacement and/or prevention effects may be chosen.
616.1e Once the chosen effect has been applied, this process is repeated (taking into account only replacement or prevention effects that would now be applicable) until there are no more left to apply.
Example: Two permanents are on the battlefield. One is an enchantment that reads “If a card would be put into a graveyard from anywhere, instead exile it,” and the other is a creature that reads “If [this creature] would be put into a graveyard from the battlefield, instead shuffle it into its owner’s library.” If the creature is destroyed, its controller decides which replacement to apply first; the other does nothing.
So in situation 1, it would play out like this:
Notion Thief replaces Harmonize's three draws with three draws for player B. Alms Collector then sees player B drawing two or more cards and replaces it with both player A and B drawing one card.
And situation 2, it plays out like this:
Player A's draw 7 is replaced by Notion Thief with Player B drawing 7, which is replaced with players A and B each drawing one.
Player B's draw 7 is replaced by Alms Collector with Players A and B each drawing one. Notion Thief replaces A's draw with B drawing one.
Player C gets to choose the order the two effects apply. If he chooses to apply Alms Collector's ability first, both A and C will draw a card, both of which get replaced with B drawing a card. If he chooses to apply Notion Thief's effect first, Player B will draw seven cards, which gets replaced with both A and B drawing one card.
So A draws one card, B draws three, and then either B draws two more cards or A and B each draw an additional card, with C choosing which way that decision goes.

As I understand it, according to this it works differently:
Situation 1: Player A's Harmonize is nicked by the Notion Thief. Alms collector doesn't do anything, because Notion Thief triggers separately for each card drawn and gives three separate triggers which each say "draw one card".
Situation 2: Player C is not very smart. The Wheel's effect effively gets replaced by "everyone but Player A discards their hand, then draws 1 card. Player A discards his or her hand and draws 10 cards." by the Alms Collector. This then gets replaced by Notion Thief to "Everyone discards their hands. Player B draws 13 cards from 13 different triggers."
The Situation 2 numbers don't look exactly right. Alms Collector says, "Player C draws one card, Player B draws one card, and Player A draws 7 + 2 = 9 cards." Notion Thief then looks at that and says, "Player B draws 9 + 1 + 1 = 11 cards and nobody else draws anything."
