Could be that City's Blessing is one of those "external game pieces" MaRo mentions on his Drive to Work, it seems like a design space they arevery interested in. Transform in Innistrad was originally meant to be a Day/Night card you flipped, Monarch (under a different name) was originally designed for Ixalan and Unstable brought us Contraptions with a place to sprocket them.
Could be is works like Monarch but has a different way to steal it from opponents or grants a different effect. For instance it generates a choice of effects but players bid for the blessing with mana each upkeep.
Since it's an FNM token, it's a regular token that will be found in packs.
Honestly, I think it's probably pretty simple. Some cards or effects give you a City's Blessing emblem (and I'm going to guess that you can only have one). Other cards or effects care whether you have one or not, such as "If you have the City's Blessing, this creature gets +1/+1". And other cards or effects again might make you lose the emblem. It doesn't have any text on it because the cards that care about it tell you what they do differently if you have one, and it varies between lots of different cards. Easy as that.
FNM tokens are two-sided. I want to know what's on the other side. Also, 2/12 is for February, right?
