The fact is that after attacking with this card you would have 17 power worth of creatures on the board, however four of that power would not be dealt to your opponent.
This card could be a 1/1 creature that doesn't require a crew cost and it would have the same result, contributing 9 power to each attack.
All of that doesn’t change the fact that it’s lethal in two hits in 60 card formats. Doesn’t need much more in commander.
Kinda glad I've kept my foil playset of that thran legendary in Dominaria.

In what universe? If you build a deck like that, and ever draw that hand, I will personally come to wherever you live, perform complicated acts of awestruck ********, then disembowel myself to escape the world that allowed something like this to occur and validate you.

It's still not a terrible rate (assuming you get to actually attack with the thing), considering you can space out that mana over a couple of turns. Doesn't make this card good though.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
I think Neheb, Dreadhorde Champion could make use of this. he allows you to dig deep to find it, create mana for it, and then he can crew it.

This card looks and feels so powerful until you see it's an 8 drop urgh. Looks like this was designed around the time Copter and Heart of Kiran where dominating standard and they realised vehicles were too pushed so they figured they'd bump up the CMC by 2-3.

Turn X: Crew it with non-angel card(s) with power equaling 4, swing, create two 4/4 flying vigilant angel tokens that are also attacking. Possible 13 damage in the air.
Turn Y: Crew it again with first of two angel tokens, swing, create two more attacking angels, deal 17 damage in the air.
Turn Z: Crew it again with first of two angel tokens, swing, create two more attacking angels, deal 25 damage in the air.
Once you create an angel with this artifact, it pays for itself and it doesn't lose steam as it keeps swinging.

this is big and splashy, and it feels strong, but believe me, the number of times you'll do anything with it other than fill your graveyard is going to be far greater than the times it actually does what you want it to do. i mean i get it, you like it, you want it to be good, but an 8 mana do nothing in a format rife with artifact removal and sweepers.. this just doesn't do much. don't forget you have to crew it too. so now you have to assume it survived a trip around the table without being dealt with (and if it hits play its being dealt with) and that you also have a creature to crew it with. its just not a good card, and its not going to have a meaningful impact anywhere.
Do you know the beauty of eternal formats? That can be true, but then old school cards suddenly jump up in price because of new cards. Take for example a humble little artifact known as Mycosynth Lattice which spiked hard in price recently specifically because Karn, the Great Creator.
