Yeah, you're right, it can't be either of those for SOI. Honestly looking back through your list just makes me doubt that SOI will be the block with this mechanic that's been gone for so long. Rampage is the only thing that might make sense (at the very least it isn't busted as all get out and could be tied to werewolves flavorfully).
I still think (/hope) that it's Madness, though Threshold still seems relatively plausible as well. It just means that we wouldn't be seeing the returning mechanic just yet.

Honestly, I suspect that it may be Phasing, fixed to work like it originally did (card is exiled "temporarily" with all auras attached to it, when it returns to play it triggers any CITP abilities it may have and gains haste, the auras return with the "Phased" card. Cards phase either in or out at the beginning of each upkeep step). Now, before you start to call me silly for even suggesting it, hear me out. 1, it could work with double faced cards (say if the card has a piece of text that says that it phases in transformed), and 2, it has synergy with the Eldrazi mechanics, specifically the processors. 3. It is an 8 on the Storm Scale making it more likely than Banding (a 9).

If threshold is out, I am hopeful for World Enchantments to return. It has been since homelands, and since it is "Shadows" over innistrad, maybe a world enchantment would make a great shadow over the world.

Something like Echo has a lot of untapped design space, there are many interesting mechanics that could be in the next 3 to 4 blocks (it doesn't have to be in soi, though it has to be in a set in which mechanics are already pretty close to locked which if a set is finished 2 years in advance should happen something like 1 year before I guess...)
Echo would be interesting and would tie in with the other unconfirmed Echos of Innistrad (Innistrad Expeditions).

No, it is exactly what Phasing was before the rules team at the time decided it was broken with CitP abilities and started butchering it until it was unrecognizable. The transformation bit would be a separate line unrelated to the keyword.

I am trying to get better at making decks. I have had trouble creating more competitive decks as I only really build with the cards I have. I dont have that many value cards, in function or expense. I (almost) never play at FNM type events so its not like im playing against $2k decks. If I do usally play at one, Its a draft or limited game. Any advice on building decks is greatly supported! After giving it some thought I hope it is Provoke, what with them pushing creatures the last 5 years why not let the creatures be the removal.
Provoke is from Legions, thus if the mechanic returns in SOI, it can't be Provoke as cards with the ability were printed within the 15 year time span.
That said, Provoke would be fun to see again, but highly unlikely as it plays in the same space as the "Fight" mechanic.
They did mention the seven year plan, so I guess we shall see when this old mechanic shows up. Right now it has been 13 years since it appeared, so it might have a decent shot. I guess that's just me though because I always loved Provoke.
Cutting down your list further by crossing out some of the most unlikely mechanics to ever return: Provoke is unnecessary given that fight exists now, offering got somewhat fixed with champion, epic and sweep are just unfun (if you consider casting spells fun). Radiance is super swingy (randomly hosing or helping your opponent). Epic and transmute have repetitive game play issues. Transmute also causes excessive shuffling. Dredge has developmental issues.
Now it comes down to renamed or tweaked mechanics: Bushido and Ninjutsu would have to be renamed, as you said. (Does that still count as returning though? Does devotion count as chroma returning after 5 years?) The name "sunburst" is also somewhat tied to the five suns of Mirrodin (still a possibility for New New Phyrexia But again, does that count as returning after 15 years with converge in between? (Or does converge count as a return after 11 years already?) Splice onto arcane would have to be tweaked, most likely to splice onto instant, but that is a very good candidate right there! Likewise affinity could be tweaked to affinity for creatures or humans or whatever! Reinforce was sort of a subset of channel (just like entwine is a subset of kicker), so channel kinda returned already. So that leaves us with:

I just had a weird thought... What if the returning mechanic is the "Anthem" mechanic from Urza's Saga? Specifically, the one found on Rumbling Crescendo and pals. I do not believe it has been used since, which is unfortunate as it has potential. The closest we got where the "Quests/Expeditions" from the original Zendikar block, which played in the same design space, but gained counters through triggered abilities rather than one per turn.

I think Phasing (or whatever fix they have for it) would be fun and fit with the flavor of the plane.
