Ever-Watching Threshold would be a good choice, yes. Of course then the opponent is more likely to attack all-out, to maximize the potential damage they can cause per card. I'm thinking more along the lines of this:
"Whenever an opponent attacks you or a planeswalker you control with one or more creatures, that player may pay 2 for any number of those creatures. For each creature they don't pay for, you may draw a card."
That kind of penalty effect creates decisions and mind games, as now it's no longer a matter of "can you attack with all your creatures?" but "should you attack with all your creatures?"
I was just browsing Gatherer when I came across Argothian Elder. Now that seems like a quality reprint.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Yes, we have Mana Tithe, but Force Spike puts it in the right colour.
As for some of the other suggestions...
Lotus Petal is too strong. People complain about Mox Opal and you have to build around that card to make it good; Lotus Petal, even though it's a one-shot, would open up too many broken plays.
Wasteland is too cheap. It works in Legacy because it balances out the cheap fixing with fetchable duals, but in Modern those already have some costs attached. As for Strip Mine, that card just laughs at you for thinking you get to play Magic. They're not about to put a banned-in-Legacy restricted-in-Vintage card into Modern. Same goes for Gush, of course.
Rishadan Port is another card that laughs at you for thinking you would get to play Magic. It's not quite as strong without Exploration and Mox Diamond around, but Aether Vial does exist in Modern.
Speaking of Exploration, that would soup up Amulet of Vigor too much.
I'm not saying Soothsaying would be too good for Modern, but I think it has too much of a Sensei's Divining Top vibe for Wizards to risk it.
Wizards also doesn't like lots of shuffling, because it slows down games, or tutoring, because it makes games play out too similarly, so I think stuff like Long-Term Plans, Enlightened Tutor, Worldly Tutor and the Mirage fetches are out.
I'm not saying Slivers couldn't use a boost in Modern, but I think Crystalline Sliver is too cheap for what it does in a Modern context.
I think we'd be more likely to see Maro with trample (at the same cost, or maybe at 1GGG) as a new card than we are to see Storm Seeker, since green is not supposed to have direct damage.
I'm unsure on Vision Charm since I don't think Wizards wants to put phasing into Modern.

I really hope that's not the case - if this set is an unlimited print run, it needs some broken stuff to justify the cost, even at $200 a box on the cheap end. If this set just goes right to the "buy singles" mentality once it's all spoiled, there's going to be a lot of unhappy retailers. This set needs some of that broken stuff, and Cabal Therapist-type things won't cut it.

As noted, the value and power could be in the new cards. You'll notice there's a lot of stuff I didn't address, because I think those cards could well end up in Modern Horizons.
I suspect Wizards will be cautious with reprints, because they won't want to have to ban some of the cards they just put into Modern with a set specifically made to put said cards into Modern. At least with Treasure Cruise and Dig Through Time they can say that they were designed for Standard and didn't break that format--they wouldn't have that excuse if a card in Modern Horizons breaks Modern, especially a reprint, where they already have some empirical data about how strong the card in question is or can be.
I think they spoiled Cabal Therapist early as a taste of what they might do with old cards that are too strong (like Cabal Therapy). Therapist may not see any play, but you have to admit that it's a cool mechanical throwback to Cabal Therapy.

Mark my words, they will not reprint any of those Legacy Slivers, the "all Slivers gain..." templating is something they have been clear about phasing out, I do not rule out a reprint of identical Slivers but with the new templating to affect only your own Slivers, just imagine turning all your Slivers into f***g Slippery Bogles, that sounds annoying as hell:D

I could see Force Spike making it in, but we might end up with Disrupt instead, and I would be fine with that as well.
As for a hard counter, I could see Thwart or Foil making it in, or even Desertion. None of them would be terribly disruptive for the format compared to FoW or other high power counters.

Just a few Counterburn oddities that most people probably wouldn't have on their lists I'd be over the moon to see.
Ertai's Meddling - Can't be countered? Okay. Gain OG Suspend. Force Spike - Because the originator of Mana Tithe deserves to play. Grip of Amnesia - Situational, but great sideboard against Reanimator. Or Dredge. Or any deck with Snapcaster. Rethink - One of my favorite "soft" counters that often pays off in the mid to late game.
Blazing Salvo - Yes, I'm that idiot that likes punisher mechanics. Lava Blister - I know even restricted, conditional LD at 2 CMC is a pipe dream, but... dare to dream. Molten Influence - Are you getting the theme for Red yet? Skullscorch - Seemingly cff color effect for Red, but Burning Inquiry implies otherwise.
Again, these are off the wall and highly unlikely, but that's my 1/50th of a dollar.

I doubt they are going to put another 5cc time walk effect in the set. If they print one, it will cost more and come with an additional effect. It's not fun if your opponent takes multiple extra turns in a row where you sit there and can do nothing, and if your deck has 8+ time walk effects at 5 mana, that is going to happen.

They were going to reprint concordant crossroads as a Timesprial purple card but said it was impossible because it was an enchant world card and that they would never reprint a card with a mechanic that does not interact with anything else in the format. Sad as I like "World" cards, closeist thing to the legend rule as it was and should be

I know that the set is coming soon. We are only 1 month away at this point. Can anyone think of any reprints that can justify the $200 booster box price point? I'm having trouble giving wizards my money for this product. I'm also wondering if the market can really afford that price point. I know that the latest mythic edition sold out in 5 minutes at $250 for a booster box. So maybe my perspective doesn't reflect the global market. But in my area there are not that many card/hobby shops left. When I go out to them the player base is small. For sure there is a large amount of casual players that come in to the pre-release events and release events. They buy products then are rarely seen until the next release. Also you were guaranteed 8 planeswalkers with a price way above the $250 booster box price and all of the other booster packs in the box and rares. This set isn't like that. For cards that are in legacy only I'm just not seeing the value there. I'm running my price search on TCG player for cards worth $30 or more and a lot of them are on the reserved list or are already in modern. They really need to just print out the rest of the Portal and Starter cards. A quick search only give me 254 cards worth more than $30. There are a lot of low print run cards from commander and conspiracy. Anyone else having trouble with this $200 price point vs the regular $90? Considering the power-level we is going to get (and by the two previews we currently have, it's going to be pretty high), and that we are getting 10+ mechanics in the set (which is higher than any set short of Time Spiral block), and we are getting it cheaper than our last Masters set. I don't really think we can complain. We will without a doubt get a few high value cards in the set, like we have gotten in all recent auxiliary sets, but it will be cards that are not busted in Modern. I doubt we will get Coffers, as they've printed a less busted version of it. I also doubt Horsemanship. However, I could see either of the two tutors as they are worse than Tutors that are already legal in Modern. Their price is entirely dependent on their scarcity.
Speaking of Tutors, I could see the Mirage block tutors make an appearance, they are powerful, and would sell boosters even as rares, I could even see Personal Tutor make an appearance, and that is sorely in need in of a reprint. I could technically see Sylvan Tutor instead of Worldly Tutor, but I think people would complain. But Enlightened, Mystical, Vampiric, and Worldly would not surprise me to see.

goblin welder would get banned easily in modern like you said you can discard a blightsteel colossus and while the ability is on the stack you can switch a artifact with the colossus before shuffled in the library

That kind of penalty effect creates decisions and mind games, as now it's no longer a matter of "can you attack with all your creatures?" but "should you attack with all your creatures?"

Yes, we have Mana Tithe, but Force Spike puts it in the right colour.
As for some of the other suggestions...
Wasteland is too cheap. It works in Legacy because it balances out the cheap fixing with fetchable duals, but in Modern those already have some costs attached. As for Strip Mine, that card just laughs at you for thinking you get to play Magic. They're not about to put a banned-in-Legacy restricted-in-Vintage card into Modern. Same goes for Gush, of course.
Rishadan Port is another card that laughs at you for thinking you would get to play Magic. It's not quite as strong without Exploration and Mox Diamond around, but Aether Vial does exist in Modern.
Speaking of Exploration, that would soup up Amulet of Vigor too much.
Pernicious Deed and Vindicate are too cheap for what they do; for the former, we have stuff like Engineered Explosives already and the latter destroys lands, which Wizards doesn't much like, hence why they prefer stuff like Utter End and Anguished Unmaking.
I'm not saying Soothsaying would be too good for Modern, but I think it has too much of a Sensei's Divining Top vibe for Wizards to risk it.
Wizards also doesn't like lots of shuffling, because it slows down games, or tutoring, because it makes games play out too similarly, so I think stuff like Long-Term Plans, Enlightened Tutor, Worldly Tutor and the Mirage fetches are out.
I'm not saying Slivers couldn't use a boost in Modern, but I think Crystalline Sliver is too cheap for what it does in a Modern context.
Stunted Growth is not something green does any more. Same goes for Fallow Earth (and Plow Under).
I think we'd be more likely to see Maro with trample (at the same cost, or maybe at 1GGG) as a new card than we are to see Storm Seeker, since green is not supposed to have direct damage.
I'm unsure on Vision Charm since I don't think Wizards wants to put phasing into Modern.
Sinkhole is far too cheap; Wizards won't want land destruction below three mana, especially when it can hit basic lands. Ice Storm is a possibility, but I think Winter's Grasp is more likely (and I don't think that's very likely, either, since Wizards doesn't like land destruction in general).
Winter Orb is too much of a lockdown card. Same with Cursed Totem; I think they'll figure we have Damping Matrix already.
Crop Rotation is too inexpensive for what it can potentially do, and suffers from the same shuffling and tutoring problems as other suggested cards.
Apparently, whenever someone asks on Blogatog whether Force of Will could be reprinted in Modern, Maro asks the rest of Design if it could go into Modern safely and always gets a resounding "NO!"
Similarly, they've come to the conclusion that Modern can support one of Lightning Bolt or Chain Lightning, but not both.
They also don't really like colour hosers all that much, so I think Dread of Night and Chill are out.
Priest of Titania produces too much mana for them to feel comfortable, I'd imagine.
Baleful Strix is probably a touch on the strong side.
Goblin Lackey is too far on the strong side.
Desert is already in Modern, thanks to Time Spiral.
Retribution isn't really in red.
I doubt Pygmy Allosaurus will be in, since they don't like landwalk's colour hosing effects in Limited.
Bloom Tender, Oracle of Mul Daya and Surgical Extraction are already in Modern; as for Birthing Pod, they aren't about to reprint a card banned in Modern in a set specifically printed to put cards into Modern.
Argothian Enchantress might be bit too much, especially since she has shroud. I think we'd be more likely to see a new version without shroud, but with optional draw like Verduran Enchantress has.
If you want the Mirage Diamonds... you do know Coldsteel Heart is in Modern, right? And it sees no play, so I doubt the Diamonds would be in.
The Tempest Medallions, on the other hand, are probably too cheap for what they do.
Victimize is probably too cheap for what they want in reanimation.
Concordant Crossroads is a World Enchantment, which is a mechanic they've long since abandoned and probably won't want in Modern.
Shardless Agent gives too much value.
Mirri's Guile, as noted, is no longer in green.
Siege-Gang Commander is in Modern already; in fact, it's currently in Standard.
Propaganda, as mentioned, already exists in Modern in its proper colour with Ghostly Prison.

So, basically, anything that would make packs of the set worth buying would be too powerful to be in the set. I really hope that's not the case - if this set is an unlimited print run, it needs some broken stuff to justify the cost, even at $200 a box on the cheap end. If this set just goes right to the "buy singles" mentality once it's all spoiled, there's going to be a lot of unhappy retailers. This set needs some of that broken stuff, and Cabal Therapist-type things won't cut it.
Unless they put the value in new cards that aren't broken, yet are still valuable additions to the format. I personally don't care for broken mistakes of the past, especially when money is the only motivating factor for including them.

As noted, the value and power could be in the new cards. You'll notice there's a lot of stuff I didn't address, because I think those cards could well end up in Modern Horizons.
I suspect Wizards will be cautious with reprints, because they won't want to have to ban some of the cards they just put into Modern with a set specifically made to put said cards into Modern. At least with Treasure Cruise and Dig Through Time they can say that they were designed for Standard and didn't break that format--they wouldn't have that excuse if a card in Modern Horizons breaks Modern, especially a reprint, where they already have some empirical data about how strong the card in question is or can be.
I think they spoiled Cabal Therapist early as a taste of what they might do with old cards that are too strong (like Cabal Therapy). Therapist may not see any play, but you have to admit that it's a cool mechanical throwback to Cabal Therapy.

Mana Tithe is in the right color. Taxing is in white's piece of the color pie, which allows it to have that type of counter spells.

Except that white almost never gets reactive taxing, but rather the additional costs are known up front (eg Vryn Wingmare, Thalia, Guardian of Thraben, Glowrider, Grand Arbiter Augustin IV, Tithe Taker, Aura of Silence). Mana Tithe is a bend; Force Spike is not. White doesn't get counterspells, outside of extremely old cards (eg Illumination) or Planar Chaos (eg Dawn Charm, Rebuff the Wicked) with the sole exception (that I can find) of Lapse of Certainty, and they've since removed putting cards into libraries from white's slice of the pie, so that card would likely be out of colour now. Neither old cards nor Planar Chaos are particularly good guides when determining what is and is not in colour.
Anyway, Force Spike is my main prediction for a reprint in Modern Horizons. (Though Lapse of Certainty reminds me that Memory Lapse could be a thing.)

I could see Force Spike making it in, but we might end up with Disrupt instead, and I would be fine with that as well.
As for a hard counter, I could see Thwart or Foil making it in, or even Desertion. None of them would be terribly disruptive for the format compared to FoW or other high power counters.

Force Spike - Because the originator of Mana Tithe deserves to play.
Grip of Amnesia - Situational, but great sideboard against Reanimator. Or Dredge. Or any deck with Snapcaster.
Rethink - One of my favorite "soft" counters that often pays off in the mid to late game.

Doesn't work, the colossus never actually enters the graveyard. It's replacement effect puts it into the library before it hits the graveyard.
