Blightsteel never hits the yard, it's ability is a replacement effect. Just had something similar to this get posted to the judge FB, and blightsteel wasn't a legal target for surgical in the posted scenario. So no welder shenannigans there.
Okay, no Blightsteel or for that matter Darksteel. But there are still a good number of artifacts that really ought not to be cheated into play within the first few turns:

Now, I could see a homage to Goblin Welder, with some manner of extra balancing requirement such as saccing an artifact with a particular converted mana cost for an artifact with equal or lesser converted mana cost.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Those are not modern legal because they haven’t ben reprinted since judgement (Besides suplament sets) and recent sets have Ben experimenting with “wish” type stuff
Also we don’t think it’s like broken in modern because the rules clearly state it must come from the sideboard unless it’s unsanctioned the wishes purposes would to be get sideboard cards for the situation your dealing with
And they like to include one cycle per set and we also believe there may be more modern focused cards rather than commander (mostly reprints)
But I will say we will see stuff that will be good in both formats and cards better for commander than modern just not as much as we expect
I'm amazed the whole set hasn't been leaked yet, they must have drones ready to airstrike around where they keep the cards or something
I am not surprised at all, the printers have tightened security considerably to keep the lucrative WotC/Hasbro deals. And the original sheet thieves getting arrested and handed down long prison sentences certainly helped discourage potential future thieves.
