Okay so I was listening to Limited Resources and they were talking about the two competing issues with Planeswalkers. First, if you make them not powerful enough you lose some of the allure of planeswalkers. But - if they are all too powerful limited games will be bad because there will be 2-3 planewlakers a side in each game.
I was thinking about how Rosewater is trying to get a set to play/feel like the thing the set is doing. So what is WAR doing - it is literally a war among planeswalkers. They are fighting each other. What if we had limited embrace commander? What if there was a rule for limited that you are only allowed to have one planeswalker in your deck. You literally have to choose which planeswalker you represent. It might be a straight commander or it might be just a rule that you can only put one in your deck for limited.
This could be a very interesting one off mechanic for limited. It could also be a kind of bridge to get people interested in commander. We have seen changes to limited rules before (i.e drafting of double faced cards etc).
It might be a kind of bridge to do something innovative with a limited format to begin to sometimes change the mechanics of the game itself for limited rather than just the mechanics of the card. It would open up some design space to make limited feel a bit different set to set.
Putting a restriction on one planeswalker per deck would imo completely wreck the whole point of having a planeswalker in each pack.
In my opinion they cannot make a "planeswalkers matters" set and then put very limiting rules saying planeswalkers doesn't matter as much.
It would be like only being allowed one legendary creature per deck in dominaria.
It would also mess with the whole "Play what you open/pick" philosophy of limited and would imo be a very bad way to try to balance powerlevels of cards.

Well Maro already stated that they couldn't put 36 Planeswalker in the same set without changing them in some way.
I think that:
the mythic version of Planeswalker could work as normal.
The rare version of Planeswalker could have 2 minus abilities and a passive trigger ability to get loyalty counter when doing specific stuff.
The uncommon version could have only 2 abilities 1 minor or no effect that gives a loyalty counter and an average ability for 2 loyalty counters and start on 2 counters.
Or some other kind of restriction. An Emblem like City's blessing but with Planeswalkers on the battlefield, or an ability that is only usable in the turn where a planeswalker an opponent controls leave the battlefield.
I don't know if they have to add a high amount of planeswalker hate to the standard format. We currently have some options. For limited (talking about uncommon cards here) Red burn spells normally hit planeswalker if the spells already could hit the player, white could just get some kind of O-Ring effect, a destroy target creature or planeswalker at sorcery speed or at instant speed but cc5 for black would be fine, blue has already bounce effects or counter and green has the best creatures and get trample often.
For rare:
I suspect a spotlight card for a black destroy planeswalker effect. We already know that some planeswalker will die.
Rosewater says walkers with static abilities are "a when". I would bet that this is on the table for this set, especially if we see walkers at uncommon for limited purposes. They could easily just be strong enchantments that you can attack now. Kind of frustrating in my opinion because it leaves the door fairly open to interpretation as to how they will be used.
And as a joke, the first thing they should spoil on April 1st is RRR Tibalt with Blood Moon stapled to him and a +1 that makes 1/1 devils or something absurd.
