I'm absolutely sure there will be a 1 mana cost Planeswalker in War of the Spark. It will have 1 starting loyalty and its first ability will cost -1 loyalty.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
A 1 mana walker with a tiny ability like +1 gain 1 life and some late game -3 or -4 for something trivial would totally be possible.
Simply imagine a combination of trash-white commons and make it a combined planeswalker ; its barely the same as a Saga card which ticks up, as long as the effects are overall weak, that would be sufficient.
It can even have a good ultimate, if that takes like 9 turns ticking it up for a +1 life each tick, it could even do something awesome.
A red walker that ticks up for like "creature cant block" or each player is dealt 1 damage and has like a -3 , 2 damage to target creature or player Shock rolled on, would all be reasonable (as being a planeswalker is a drawback on itself being able to be shot with burn and killed by creatures).
The abilities simply need to be truly bad "common" cards and then the -3 or more ability can be a more reasonable playable effect, while the ultimate can go huge, as long as it takes a lot of turns to get to it.
If they do a 1 mana planeswalker it has to be really bad , but being a 1 mana planeswalker in itself can be a upside to enable the new Mox and all that kind of stuff.

This could actually be good as a free way to filter the top in a deck where that matters. I happen to have one of those and would probably run something similar

Ya fair, but you would need to find another way to look at the top card first. On its own, it would be pretty much just to net loyalty. I do like the idea of it becoming more with something else though.

I believe there's 32 walkers that have been confirmed at this point so there's 5 or so left. Not 100% on the numbers though since I'm not sure if there's 36 or 37 depending on how the tezz buy a box promo is counted and if anything has been confirmed beyond the MTGsalvation spoiler page.

Sorry, but yes. We know all 37 planeswalkers, and none of them cost 1.
3 is the minimum casting cost number of a PW. Tibalt was a failure and WotC isn't willing to make again that mistake.
Also, not interested in extremely weak and boring CC1 walkers, since the uncommon ones are already weak enough.

Don't dismiss the uncommon walkers out of hand. Saheeli looks really good to me, Tibalt actually has a role to play, Wanderer seems like she could be great in EDH, Narset is the Fun Police, and Jiang Yanggu can definitely enable shenanigans. These are all meant to be niche role-playing walkers, not generic "jam me in a deck and go!" walkers. You just have to find the right deck.
Also, for purposes of this discussion, does Kytheon, Hero of Akros count? He's a great card that was printed at exactly the wrong time for Standard. If he'd been in RTR block, he would've been format-defining.

There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
But you can use its first ability to kill him and gain the benefit immediately.
