What if Wizards made this decision to Intentionally speed up the game and make it more "reliable", specifically with Arena in mind.
Thinking into the future, I guess, say in a year or two and how Arena will change and evolve.
Lets say Wizards have Arena on phones and tablets by this point. Wizards want Arena to be making lots of money for them and have it in the hands of anyone and everyone. But not everyone has time to play a "game of Magic". Even with best of ones speeding up the "game time" they want it faster, so more people can get through a game.
Why would you open up this Pandora's box of sorts? If it would make you a ***** ton of money. How does this make them more money? If they were planning on eventually adding Frontier onto the device.
Arena will never have Modern, or Commander. To many past sets and rules to add in. But if you only needed to add in a couple of past sets, a couple of new rules..
They would bring the fun of building a Commander deck with cards they just have in there collections, making players collections more useful and have new purpose. Frontier conveniently starts with the Khan's block, which let's the format have both shock lands and fetches, like modern.
Getting the average player to build this deck and be able to more reliablely have the player finish a game in there free time, will lead to sooooo much more money for Wizards.
This might have just been there game plan from the very beginning?
Nah, this change has been a long time coming. They've been trying to find the perfect mulligan rule pretty much since mulligans became a part of the game (I still remember the days where you were stuck with your opening hand, regardless of what it looked like). Arena is already weighted towards giving you a playable hand (2-5 lands on a seven card hand), so it wasn't done for digital, but for tabletop. And London won't speed up the game, as you are shuffling your old hand into your library between each draw. All it does is give you more control over your second hand and beyond.

It's about time for the reserved list to die, for the sake of Vintage and Legacy (And Commander).
Yeah, it's really about Wizards trying to push Magic into the eSport arena. They want people to want to watch Magic games being played online. Therefore they want all Magic games to feel competitive. It's never fun seeing a terrible team getting squashed by a dominating team in any sport. The new mull rule gives people a better chance, creating more exciting games for spectators.
