Let's suppose Wizards finally supports Pauper as a format. When they inevitably get around to a Pauper Masters set, what would the boosters be like? Would they ever be content to have boosters of straight commons? Or would they instigate some rarity asfan that made more valuable commons appear less frequently than cheaper ones?
This would be almost undoable as a booster product. How would you justify an all-common pack in the first place? Could you even charge regular booster MSRP for it without horrendously bad press? Seems like the right way to go would be a box set with playsets of Pauper staples with all new arts and foil.
There are plenty of commons worth more than a lot of rares, but I guess you're right about the bad PR they'd get. Yeah, doing a Pauper Arsenal would probably work better.

True, Loyal Sentry has been a rare in every printing until Masters 25, but releasing a Pauper-specific set with cards that show any rarity other than common seems ...dumb? Self-defeating? In a Pauper-specific set, you would expect every card to have a common symbol, if only to fit the format and avoid confusion.
This idea would probably just fail as booster packs since it would be SO controversial whatever method they went with on price/rarity/etc. But like what has been previously stated, it could be great as a box set of play sets or in event deck style product.
They have also recently said that they are moving away from "[Format] Masters" in favour of "[Theme] Masters".
If they want to support Pauper more, I find it much more likely that they pay special attention to the format in a couple of ways in design. They could reprint sought-after pauper cards, and even put some of them at higher rarity to preserve their business model (think Oubliette at rare).
They could also look at awesome possible downshifts in order to create new/strengthen existing archetypes. They could also create new cards especially with Pauper in mind in their "Draft Innovation Product", like Conspiracy and Battlebond. Imagine, for example, this small change to the product description for Battlebond:
As a result, many of the cards in the set are designed specifically with formats like CommanderPauper, Cube, and Legacy in mind!
I think it could work. If it needs value to justify a MSRP of $4, just make the "rare" slot full art special looking copies of beloved commons that are used in many other formats. i.e. Lightning Bolt, ponder, counterspell, etc.
