Mishra is long-dead. There are no time shenanigans on Dominaria anymore now that the rifts are all closed. And, to top it all off, when Mishra died, either in the Sylex Blast or when Phyrexia was destroyed (depending upon how you interpret Urza's Guilt), he was compleat. If he had the planeswalker spark it doesn't matter now.
He was kinda different in Time spiral like the others, Magic had a lot of surprise in the storyline lately so Mishra possibility is still reasonable. Unlike the more recent deaths after the new era of PW.
The last we saw of Mishra he was on Phyrexia being tortured, I don't recall of Urza permanently killed him then but he very likely died when The Soul Bombs went off.
They're not going to bring back Mishra. Newer players have no nostalgic connection to him, so you might as well just make a new character. And older players who do know who he is aren't going to be happy that you retconned away such a plot-central death. Not to mention the sheer intensity and quantity of bull***** retcons required for his survival.

Those were alternate timeline versions of Crovax and Mirri, which was the entire gimmick of Planar Chaos. Mishra's dead, there are no more time rifts, he was never a planeswalker, there is no reason for him to appear in the present of the story. Could he get a new card in a supplemental set? Sure, but Time Spiral block and Dominaria are completely different animals.
Also worth noting is that while Time Spiral was only five years removed from Apocalypse and three years from Scourge, Dominaria is nearly twelve years removed from Time Spiral.

They're bringing that stuff back because it's all still around, and older players might want to see what those characters are up to these days. The only thing Mishra might be up to is decomposing. You clearly need to take a more objective look at what constitutes a "sensible justification". (Also, I don't think you know what an analogy is.) Bringing a character back from the dead is not equivalent to checking in on characters we haven't seen in a while, not by a long shot. Characters coming back from the dead is one of the primary reasons why people complain about there being no narrative stakes in comic books. Incidentally, people from WotC have gone on record saying that they refrain from bringing people back from the dead in order to avoid that exact issue. And, again, the people who care the most about the lore are the ones most bothered by wanton retcons.
An alarming number of people have been clamoring for the return of Urza since basically the moment he died. Despite that, he's stayed dead this whole time. In the nearly 17 years that Urza's been dead, they've only just recently been willing to give him a card, and even then, only in a joke set. If WotC isn't willing to resurrect one of the most popular characters (if not the most popular character) in the game's entire history, they certainly aren't going to revive his less popular brother. You're in the minority of people who care enough about Mishra to want to see more of him.

The Planar Chaos legends were from alternate realities. Their presence is as relevant to canon as the legends from the past that showed up in Time Spiral.
I not necessary as he was known, but a what if, zombified, vampiric or etc, We aren't alien to death with possibility of rebirth and resurrection story machination in literature writings during the dominaria plane in the past we could even include modern ones like in inistrad and khan.
Yet I agree he can get a new card like we get Jazal Goldmane.
Nah Urza has a different story significance and possibility compared to Mishra.
Your acting as Mishra is the most hated character from MTG past than other legends that is printed in a different version from recent and the past, as if majority of people would hate him and parade over WOTC just for being printed again in whatever form compared to the likes Mikaeus and etc.
Trust me nobody would bother to hate a different Mishra creature card.
Even a mechanized cyborg of him because of phyrexian tech would still make sense because death and rebirth are common themes in MTG past and present for something like Mishra isn't something a problem.
Even a Zombified Gerrald would shock people but still be logically accepted.
I guess I can understand the want for Zombie Mishra, but he's really extremely gone. His corpse was on a plane that was reduced to an ashpile by the Nine Titans.
Sometimes writers do surprise us with someone that seek a corpse of someone or save someone from near death for personal interest those were common themes. Or they might even say he used a mystical artifact that shield and transport him to a different plane.
Always remember this a a fantasy card game that includes heavily into villains that are zombie, vampire and phyrexian converts themes or even spirits, so death for something like that character isn't gonna raise complication and confusion.
Unlike the Urza cased that is so fixed already that can be complicated like they duplicate his body, have a imposter or have a parallel counterpart that is time traveler that went to current time.
