As I mentioned in another thread, I believe (I think) MaRo had mentioned in either his Blogatog or an article, that he wished the OG Ravnica Nephilim were legendary, so 4 colored Commanders would be feasible. Now I know since that was said, 4 color Commanders have popped up and the Partner Commanders gave access to 4 colors, but here is an opportunity to recreate the Nephilim from the first Ravnica block, w/ more pizzazz, flair, weirdness and kitschy style.
If I remember correctly he said, that it was a mistake to print them without the legendary super type. Additionally he mentioned something like they were mostly poor designed without any clear focus, not very popular at the time and that designing a 4 colored creature is very tricky.
They didn't even reprint the whole cycle in the 4 colored commander product just 1 of them.
I think it is just a matter of time. We will get a cycle of new Nephilim creatures but as updated clearer version of the old cards and as legendary creatures but not necessary in Spark Wars.
I'd have a hard time imagining why they'd show up out of virtually nowhere, unless it was as a device to combat or aid bolas in some way.I'd like to see them errata-ed to just be legendary; but a revamp and improve of abilities could be great for EDH design spaces. Witch-Maw was just bad, plain and simple. The others are almost fine. It's hard to predict what WotC'll do, being as standard-minded as they are...

Edit: Miss one and added it.
You may want to look deeper into what I posted... I had mentioned MaRo regretting not making the Nephilim legendary. I am thinking that we may not go back to Ravnica for a while, so this is Last Chance Saloon for MaRo and the team to to create legendary Nephilim.
Update: caught the error & changed it... just a tired mistake, but it still doesn't change the speculation.

Got you. I just forgot that the new cycle of Nephilim should be legendary.
I could see them in some supplemental product. I doubt that there is enough slots in 'War of the Sparks' for them unless they are important for Bolas shenanigans.
No. Besides that fact that Maro has said quite a few times not to expect to see them, the Nephilim are where unpopular when Ravnica 1 came out, they where a mis-step in promoting multicolor play and 4 color cards are a pain to design.

Maybe, possibly. If they do print them in supplemental products, then the timing would be on par w/ the next Commander sets. Can't think of any other appropriate releases for them as they are for casual/Commander play (so most likely not to ge in the new Modern set).
I'm not crazy about Dissension's Nephilim, myself. The only real draw to them was that they had the novelty of being the first four-color cards in the game. The type Nephilim could have much more interesting use in a set centering around Angels and Demons, ideally as a humanoid race. The Biblical use of the term describes offspring of "Sons of God" and "daughters of men", basically Human-Angel hybrids. Nephilim are sometimes conflated with cambions, offspring of Humans and Demons, and associated with the Anakim, Giants who descend from Anak and are said to be descendants of nephilim.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
