From a stroy perspective I think that Jace should be mythic. Here my suggestion just having story implication of the characters in mind. The new Walkers aren't easy to categorize. We know that Teyo will play a bigger role. We know nothing about Jaina. We are not sure who is behind the hat woman. Davriel doesn't seems to have any story connection with Bolas.
Most likely mythic:
Bolas, Ugin, Jace
between mythic and rare:
Sarkhan, Gideon, Chandra, Vivien, Nissa, Liliana, Ajani
more likely rare than uncommon:
Samut, Ral, Kaya, Dovin, Domri, Vraska, Nahiri, Sorin, Teyo
Between uncommon or rare, if uncommon walker is a thing:
Huatli, Narset, Arlinn, Tibalt, Saheeli, Kiora, Angrath, Tamiyo, Jaya, Teferi, Karn, Yanggu, Ob, Ashiok, Jaina, Hat-Woman, Davriel
When taking power into account than Teferi, Karn, Ob and Jaya could be more on the rare site.
I think it would be a pity if the new planewaslkers came in at a lower rarity.
It is their debut as cards (or as characters as a whole) and if WotC wants to promote them as future returning characters, giving them a mythic power level seems the right way to do so. I doubt they would make any good impressions if they were Tibalt level even if at uncommon.

I really doubt there will be a divide between rarity and power level, especially since there are at least 36 walkers in this set AND you will open one every booster. Supposing they all have the same powerlevel, if you don't want to turn Standard into a superfriend grind you need all of them at a planeswalkers deck/Tibalt power level (which will probably make the entire premise of the set fail).
Having their power level scalign with rarity (in a way similar to legendary creatures in Dominaria) makes much more sense than having all of them at the same power level.
For example, in Dominaria you could have Baird, Steward of Argive or Danitha Capashen, Paragon as cards with pretty nice effects, but won't win you a game by themselves at uncommon, Evra, Halcyon Witness or Shalai, Voice of Plenty that are powerful and can net you a win in the right conditions at rare then Lyra Dawnbringer as the pushed one that can win a game by herself if left unchecked.
I imagine planeswalkers will be designed in a similar way.

well I think there will be a lot of walkers in the Sarkhan, Fireblood or Liliana, Untouched by Death design, great in certain decks while having some support in other decks so that standard or Freyalise, Llanowar's Fury or Kaya, Orzhov Usurper and be toolboxes so that standard wont turn into good-stuff super friends. But as you said 4 of these walkers are getting their first card and a few walkers might be getting their last card in this set so I think they will want to try to make as many playable or used. Some like Jace, Bolas, Teyo, Gideon, ect will be a bit more pushed since they are main characters and in 36 walkers card some will be bad but I think overall I think they will around the same power-wise.

Mmmm, I don't know about "niche". I'm willing to bet they take a page out of Dominaria and use them as figure heads of Limited archetypes. Pidgeon holing an uncommon walker into just elves, as with the Nissa card you link, would not make for a very inspiring Draft unless the set was very tribal- which is not something I think we expect to see here in WAR.
Unless that was what you meant by niche and the Nissa card just threw me.

The same is true with planeswalkers. The most we’ve ever put in a set is 6. 36 is six times that. The most common number of planeswalkers is 3. 36 is twelve times that. Sets sometimes have 2. 36 is eighteen times that.
War of the Spark, by definition, can’t just be planeswalkers the way we’ve always done them. The challenge of the design was rethinking a lot of things including what tools were available to us.
War of the Spark is not going to be planeswalker status quo, but then innovation seldom is.
Some speculations I have seen about what they can do with rare/uncommon planeswalkers that breaks with previous design is having planeswalkers with no + ability (has already been done with Sarkhan the Mad), planeswalkers with static ability, and very narrow planeswalkers, or a combination of all of these.
EDIT: Rosewater has also talked about how WAR was made possible due to new collation technology, which pretty much rules out the "planeswalker slot" solution, as that is something they could have done since forever.
Sarkhan (R?) -- Process of elimination: Sarkhan, Jaya and Tibalt are three mono-R walkers, and only two can be uncommon. It also seems weird to have both Jaya and Chandra at rare. Wouldn't be surprised if he has other colors, though.
I could bet that this speculation is 99% accurate.
But, taking in account that Teyo is actually an uncommon, there is a vacant spot for a white rare PW, that is going to be Gideon. If you look closely the leaked pic is for a mythic edition and the card has TWO pw abilities, wich makes me conlude that he is a rare.
I would put my money on Ugin being the other mythic, and staff lady being another rare.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
