I gotta defend Italy here - my experiences with the Italian mail system have all been positive. That's all been in sending from Italy, though - I've never sent anything there.

The admin. I'm currently sending 20 cards to 1 person, after I tried to send the 21st card it said my account was blocked from further trading since I'm new. The pop up said to contact the admin to up the restriction so that I can send more. Right now I have these cards going to Italy and if it doesn't get removed I'll have to wait a month before they get there, so I won't be able to trade for a whole month until I can prove that I'm an honest trader.
I'd try using the little (?) icon on the bottom of each PucaTrade site page. Also, did you tweet to @PucaTrade? The limit you encountered is to prevent someone from registering a new account and filling a bunch of orders they don't intend to ship in an effort to screw up the system. But an admin could probably lift the limit so you can do something while awaiting long-distance shipment. The admins have a lot on their hands, but generally 4 days is the longest it takes to get to something low-priority like lifting a new-trader limit.

Cool site, just began using it and am really liking it so far. Within ten minutes I've already gotten a Narset and Jeskai Charm for free.
Edit: More good news, the guy I'm getting the Narset and Jeskai Charm from said he's throwing in three more Jeskai Charm and four more Lightning Strike just because I'm getting back into Standard after a few years and he wants to help me out. Definitely a very pleasant first experience with the site.
They responded and released the trade limit - unfortuneately, the other traders point total diminished down to 400.

How long did it take for them to respond? They haven't done anything to my account yet as I'm watching people's balances drop and drop...
Every time a balance drops, the points are migrating somewhere else. There's a little ebb and flow midweek while cards are in the mail, and after FNM people tend to post more Wants based on their deck's performance and other decks they saw.

I second this. There are a lot of big time Italian traders on Pucatrade. I've sent lots of cards to Italy with very minimal trouble. Also, I currently have 3 Force of Will and 1 Wasteland coming from an Italian trader, so they're serious MtG traders and I'm glad they're there.

It's not getting stuff from Italy. It's when you send stuff TO there. But that's another topic entirely.

You can send foils with the basic account, but not get them.

An upgraded account is required to receive foils. Anyone can send foils. Pucatrade is indeed a great way to acquire foils, as they are very hard to trade for locally even if their value is low.

Thanks to both people for prompt replies! I was under the impression that it was the other way around. Does getting an upgraded account lock you in for a certain amount of time? I was thinking I could build up credit for a while and then just get upgraded for a month to pick up the foils I need.
You can definitely follow that plan. Basically, you can get 1 month of Uncommon membership for $5 (comes with a 1-time signup bonus of 500 pucapoints). So if you save up some points and then do Uncommon for 1 month, you can use those points to receive a bunch of foils in that time period.
I attached a picture of the pricing page. Keep in mind that you can only get the signup bonus 1 time.

Yup. I have added just about every card from current Standard, and most people want Thoughtsieze, Polluted Delta and not much else. (Or the want commons/unc that are not worth sending to Italy).
So far the majority of the cards I have shipped have been Modern playable commons/uncommons. I've shipped a lot of stuff like Molten Rain, Lava Spike, Rift Bolt, Thoughtcast, Chromatic Star, Slippery Boggle, etc. Most people on there seem to be wanting Modern playables, fetches, shocklands (a TON of people are trying to pick up RtR shocks on there), Alpha/Beta/Antiquities/Arabian Knights cards, basic lands and some of the most random foils ever.

Cards from standard go very quickly. Look at the Trends page - clearly these cards are being asked for and sent. You just need to be the person who gets the Send before other people do. An auto-refresh plugin will let you keep your browser refreshing and watching for available trades. Just don't set the refresh too high - you don't want to hammer the server.
Also, trying going to the Trade Match page, turning off auto-match, and typing "Khans" in the search box. This will show you all the current Wants for Khans of Tarkir. You can do the same for other sets, and quickly find matches you might have in your collection but not on your Haves list.
One thing to note is that the send screen will only list people who have enough points to receive the cards. A lot of the time points are held in limbo while the cards are in transit. So what ends up happening is the person who receives the cards gets first dibs on the newly released points.
This is really awesome. I got cards like burgeoning and cataclysm that I spent months looking for, in a span of two weeks. Thanks for the heads up on this one.
