Having dealt with many stores and owners thereof, I think the more reasonable assumption is that most stores are smaller in size and selection and really just look to expand short-term gain (or minimize short-term loss) rather than even contemplating 'branding' or 'reputation'. Hence, the common assumption should be that stores will cancel your order on a spiked card (order quantity does come into play of course - I'm talking about stores that will let you buy max listed quantity).

The problem is, if you instead make a list of the good ones, then that has the potential to lump all of the rest into the bad business category, even if that may not actually be the case. (I guess I believe in the concept of innocent until proven guilty, rather than guilty until proven innocent.) By focusing on the ones that have had known issues with this in the past, there is known information to show why people shouldn't shop with them.
Perhaps have two lists in one. One list would be the stores that have consistently honored sales in such situations, and the other would be for stores that have been notorious for not honoring such sales. The rest can then be noted to be unknown at this time.
For the purpose of creating more extensive lists though I would suggest looking through the Store discussion threads to see which stores have been reported on in the past and have the stores that seem to have a habit of doing these sorts of things added to the list. (Either good or bad).

Also, for those who do are making claims, please provide some sort of substantiating evidence. We don't want to make this a thread of "bash and slander stores you don't like", so if you are coming forth, some sort of documentation would be great.

I wouldn't want to speculate about what their particular reasoning would be. But I imagine some may have a strategic reason for doing it that way. If a card suddenly shoots up, and a single person buys them out, they can just cancel that single person's order, and be able to relist the cards at the new higher price. Netting them a potentially huge gain, as well as only having one unhappy customer. Or they could just be lazy about adjusting the settings :p.

Yeah but the negative PR hit seems like it would not be worth it. You may be absolutely right though if they do not want speculators as customers then losing them is perfectly fine as long as they do not destroy them in an online article or on reddit.

I just wanted to say that ebay seller 'Culve' does the opposite. I purchased a playset of Baleful Strix yesterday morning and received a message sometime last night that it was being reprinted and the value would probably go down. He offered to refund me.
Pretty awesome thing to do. It's one thing to accept my refund if I catch it, but it's another to inform me.
I feel comfortable enough after reading to add this to the list. While not outright cancelling, it does seem off for a company to string along like this, if said company is reputable.

If we're talking about eBay sellers, Dan Bock/Power Nine Store does this all the time. Unfortunately the hundreds of negative comments he has from this behavior are drowned out because of the sheer volume of his sales.
I want to make it clear that im only adding stores that really have a pattern of this or do it on smaller orders (If you order 50 of a card, then its a little more believable to cancel, but in your case, 4 copies is a normal amount.)

I remember when LegitMTG was under old ownership, if you would get a card before it exploded, they would still send. In fact, I heard a story that the company even included a note saying, "Nice pickup" or something along that line.
New ownership may be more strict on this stuff.

If you take a look at their policy, it pretty much states that they can cancel the order for a pricing/typographical error. To me, this means if they plug the wrong number in while initially putting the card up for sale, not if the price goes up. As has been stated many times before though, it is up to each store what orders they honor/dishonor. Its their reputations on the line.
Edit: I had ordered 7 of the card for reference on the size of the order.
I also ordered 4 secluded Glen the night bitterblossom was unbanned from legit mtg. My order has been marked as shipped, so maybe they are telling the truth about the tcg thing. I'll let you guys know either way if I receive them

I ordered on Monday, the day of the b/r announcement. It took them 4 WHOLE DAYS to figure out they "didn't have any".
One thing I would like to point out in regards to inventory errors, especially where amazon is concerned, is that often such inventory errors are legitimate. This has to do with stores putting up the same inventory in multiple places and people buying suddenly from the multiple sources at the same time leading to the same cards being sold multiple times to different people. Personally I am a firm believer that you should never list cards you have available for sale in more than one place at one time, due to the risks involved in such inventory lapses between the sources. Between ebay/amazon/tcgplayer/store website, et all, some businesses can have the same playset of cards listed in quite a few places. Not to mention some stores listing their brick and mortar inventory with their online inventory, thus leading to the cards selling at the shop and not being taken off their online inventory until its too late. That doesn't make the negatives for the people buying from such stores any less of course. But at least explains how such stores can have legitimate inventory issues, rather than simply trying to cancel orders to make more money later. Just something to consider :).

I received my order from legit mtg, 4 secluded glen for 1.93 each. They honored the price.
The Game Academy Online (ebay user thegameacademyonline) started selling pre-orders for FTV:20 in April 2013 @ $150. They posted a "Buy It Now" listing on ebay saying about 15 were available. When WOTC announced that Jace would be in the set, They immediately posted another "Buy It Now" posting for $300 saying another 15 were available and took down the old posting. I followed up with them several times to confirm whether or not they would honor my pre-order price and they would not respond to any e-mails.
I eventually just called the store and was told that my money would eventually be refunded. I asked to speak to a manager and politely explained that I didn't think it was acceptable that they take my money for several months and then not honor the sale (after all--what would be the point in pre-ordering??). The response I received was, "Well, ebay lets us do it, so that's what we're going to do." I asked if losing a customer was worth a little extra money and was told that it was.
Even worse, I didn't get a refund shortly after that--I had to file a claim with my credit card first to get my money back. They knowingly posted a pre-order for a product that would be released in 45+ days (which I now know is not allowed per ebay T&Cs) and avoided contacting everyone once the price spiked so that no one could file claims with ebay/PayPal to force a refund before the 45 days lapsed.
