Heroes' Podium = I cut it for the number of times I had to keep track of legendaries for the boost. Plus, you're tutoring already, so the secondary effect isn't worth it either.
Mana dorks that produce only 1 = More mana is good, but throwing in a bunch of mana dorks like Fyndhorn Elves, Llanowar Elves, Avacyn's Pilgrim and the like won't serve you much purpose as the game goes on. Better to utilize ones that produce multiple mana, such as Elvish Archdruid(which I see you have) Vryn Wingmare, Thalia, Guardian of Thraben and Glowrider = I can see what you're going for there, but this Sisay would not lend herself well to stax. I would take those two out, or at least keep them on the watchlist for cuts. Kitchen Finks = I concur with my friend darrenhabib...unless you're willing to put in a sac outlet, comboing them with Melira won't be worth your while. Emrakul, the Promised End = I've never seen this work well enough to justify its inclusion in a Sisay deck. I would urge you to pitch it. Reya Dawnbringer = She used to be in one of my early builds of Sisay, but the mana cost for her(as in, the 3 WWW for her) limited when I could play her. I would at least put her on a watchlist. Yosei, the Morning Star = good way to instigate an enemy, and without a way to recur, you could be facing a significant response. Watchlist. Tivadar of Thorn = ...I hope he's just a filler. I really can't see any justification on keeping him. Kataki, War's Wage = Watchlist only, because of some artifacts I would recommend to you Melira, Sylvok Outcast = only use her if your meta includes infect or wither...or you decide to pop in this. Otherwise, cut. Shanna, Sisay's Legacy = ...marginal, I've found her. Watchlist.
Suggestions: Priest of Titania = 5.65 and a great mana dork when you have multiple elves. Putting her in can justify keeping more of your elves in the deck. Elvish Piper = 5.64 and a great 'cheater' to slide in big beaters. Yeva, Nature's Herald = 1.14, and I'm sure you can see why she's so good. Inventors' Fair = 3.22 and no color, but it's a legendary land when you need that 1 extra Oketra's Monument and Rhonas's Monument = .74 and .25 respectively. Depending on what you want from your creatures, can be very handy or worse than useless. Worth knowing about, however. TheKaldraset = 6.99, 3.59, 2.99 respectively. Great on any of your other creatures, and obviously best when used together(see Helm for why) Bow of Nylea = 2.16, you should never really have a moment where you DON'T need to use this. The most ridiculously versatile Theros god artychantment out there. Throne of the God-Pharaoh = .86 Considering Sisay should always be turned sideways, you'll get some serious value out of this sucker. Sword of the Animist = 2.46, this is the way to ramp. If you can keep chumps on the battlefield that can equip it, even better. Commander Eesha = 1.54 Of all the things people expect when I pull out legendary creatures, pro-creatures is never irrelevant. Lieutenant Kirtar = 1.12 An excellent way to surprise someone who loves to attack wide. Recurrable with your Sunbro, too. Mirri, Weatherlight Duelist = 5.95, very nice at stopping wide swings or dogpiles.

So these are my top options for your deck:
Seedborn Muse 7.00
Patron of the Orochi 5.85
Lightning Greaves 3.99
Thousand-Year Elixir 5.43
Growing Rites of Itlimoc 5.95
You also should at least run one legendary land. You'll be surprised how often you just search for a land during the early moments of the game.
These were the cheapest I could find;
Okina, Temple to the Grandfathers 3.08
Pendelhaven 2.46
Eiganjo Castle 9.80
Nykthos, Shrine to Nyx 10.00
It would be nice to have the option of searching for a green source or a white source. Okina, Temple to the Grandfathers is pretty cheap, but the Eiganjo Castle is getting higher.
I dislike Honored Hierarch, Kitchen Finks, Melira, Sylvok Outcast, Wilt-Leaf Liege, Emrakul, the Promised End.
The Kitchen Finks + Melira, Sylvok Outcast combo doesn't really work without sacrifice outlets.
Niv-Mizzet Reborn
Feather, the Redeemed
Estrid, the Masked
Teshar
Tymna/Ravos
Najeela, Blade-Blossom
