Each nation starts with 3 Cities (capital, city1, city2)
6,000,000 to be spent before any expenses, any bonuses are applied to week 1.
You must invade if you want more.
You will be given names for you cities if you can not think of something appropriate.
Max levels for sectors are set to 5.
You get 100,000 per level of research per week that you can spend on research, this is not related to you income.
Researches take effect the week after they are paid for, same for units.
Weeks Begin On monday and thursday.
***Nation Setup*** Sector Levels are limited to 5
Nation>City>Sector
Each City is divided up into industry, military, research sectors.
Each level adds 50 health to that sector, any damage is directly translated into loss of levels (50 damage per level).
DefenseBase: levels for specials refer to local military levels.

Machine Gun (AA Capable)
Troops (2) Up to 6 platoons may be in a defense base. They may still fire from the base. The bases must be destroyed before they take damage.

Additional levels:All start at level 1. Costs 1,000,000 and do the following. These must be seperatly boughtFOR EACH REGION.
Military:Levels in this increase levels in the following:
Command Center: Underground bunker. Gives controller Control over all of the regions military systems. (DefBat, missle launchers.)

Industry: each level adds 1,000,000 to your income.

Region-name of region
Military sector-
Any Defense Bases and the units inside them.
Command center and the units inside it.
Any units not inside a DefBase or Command center.

The defender states what areas they are going to position units in. The attacker then states what areas their units are going to attempt to take.
Combat is handled by the players. Combat cycle.
Aircraft attack...see below.
add up powers and clash (:p).
Players decide which of the enemies units take the damage. Any leftover is applied to sector.
Repeat until sector is taken.
Combat is played along with the game week, things that happen here affect the world.
If a player neglect to post their actions, their units will be assumed to be defending ground for all their worth. If it is the attacker, they are assumed to attack for all their worth.
If neither player posts actions, there is assumed to be a cease fire.
Players can also call cease fire and then commence negotiations.
Aircraft may attack ground units. They may use munitions during this also. Any AA capable units fire back.
Update 1: The way research is done has been changed, also some wordings have been changed.
Research levels now add 100,000 to a research pool (kept seperate from banked money and income) You can research any amount but you may only use money from this pool for research, so if you go for alot at a time it will take a while to get it done.

You can add Airports and Ports same as railroads. They cost 500,000 each.
Nations with contact with water may have a max of 1 port.
Nations that are surrounded by water (i.e. islands ) May have a max of 3 ports.
Airports are limited to 3 for the person that owns the nation.
Any Nation may allow another nation to put an Airport, port, or railroad station on their land. This is owned by the person that paid for it but must follow all set rules of a host nation.
No nation may own more than 1 of each type on any given foreign nation.
Trade may be conducted from these facilities. The host nation may put a fine on all trade if they wish.

Misc tech levels are advances by getting higher levels in all other categories, level 1 in all others makes misc level 1 and so on.
Defense Base Upgrade: Adds one additional Defense base to one sector, limit 4 extra per city. 500,000 for one.
Must have level 1 in all areas(Army, Navy, and Air Force.).
Research Blitz: Attacking units get +2/+0 per 1,000,000 (cost is paid when you want the bonus), Lasts one week.
Must have level 2 in all areas(Army, Navy, and Air Force.).
Must wait until the week after you qualify to use.
Research VTOL: increases hanger special by 2 planes, allows planes to operate without airstrip. 1,000,000 to Research.
Must have level 3 in all areas(Army, Navy, and Air Force.).
Research Stealth: 3,000,000 . Forces enemy units to make a spot check to notice your units, target 6 with a -2 mod to this roll.
Must have level 4 in all areas(Army, Navy, and Air Force.)
Research Orbital Platform: See Unit info. 2,000,000
Must have level 5 in all areas(Army, Navy, and Air Force.).
Paratroopers: Allows Platoons to be dropped like any other munitions. If dropped in hostile territory can be hit with +2 to hit them by AA capable units. A spot check must be made first, target 6.
Trade: If a nation wishes to conduct trade, that nation and the nation they are trading with have to have means of trade (cargo vessel by land, sea, or air)Then they decide how much each nation wants to put into each piece of cargo, the amount has to be the same for both nations. The vessels then make their run , this takes a variable amount of time depending on the distance between nations. The nations get double whatever they put in.
A nation may also make a trade route in which all the nations the vessel is traveling through put in money and get their double out of it...the nation doing the run gets money equal to the amount put in by all the nations including his/her own.

Landmines: 5 D/L and 3+L target number to avoid. May mine region border for 200,000/L
(level 5)Plasma landmine: 30 Damage and target number of 8 to avoid. Allied Units may pass unhindered. May mine 1 Regional border for 1,000,000. Research for 1,000,000.
Bombs (air tech)
Bombs: 6 D/L to target and 3 D/L to sector.
(level 5)Plasma Bomb: Does 60 D to a sector and all units in it. Research for 1,000,000.
Torpedos (navy tech)
Torpedos: 8 D/L to target Naval Vessel.
(level 5)Plasma Torpedo: Does 60 D to target Naval Vessel. Research for 1,000,000.
Missles (air tech)
Missles: 4 D/L to target and 1 D/L to sector. Range 3 regions. AA

I am going to think about these rules overnight and probable change a few of them tomarrow. I have realized that as they are they are slightly confusing.

one question.... how much are munitions to level up and how much do they cost? Also can you specify what belongs to which military force army navy air force? Also what can drop/fire each munition.

Everybody choose something to put 300,000 into for the first week
Research is to be posted under the research pool section like so...
Each Category is researched seperatley.
You are only limited by what you can research by your research pool.
Unit levels relate to what level their category is at.
wait so now we can research as many levels as we want now? such as next week i can research all of army navy and air force. Also when do weeks begin? mon and thurs still.

The higher levels are REALLY expensive so its not possible to do that with starting land...
with starting land you get a max of 1,800,000 research per week, this is not enough to do what you are saying...plus you can't put other money into research, only research pool money.

ok 1 more question how do we know what lvl we need to be to use munitions? like if I want to place a minefeild lets say around my territory what levels do I need to increase?
Edit: also how can we tell if our city is a port city to build a harbor like Japan is and Island socan I build a port in all my cities?
