Both Force of Will and Storm Crow were printed in Alliances. Storm Crow was jokingly referred to as the strongest card in the set, because you can pitch it to case Force for free.
Seacoast Drake is not strictly better than Storm Crow. Crow is a bird. Drake is a drake. Birds have more lords than drakes do. I'd give you nearly strictly better. Or even it's almost always better. But strictly better means in all cases.
There's just a standing joke among Magic that Storm Crow is the best card ever printed when it's obviously not because it can't trade with the best creature in its format that your opponent will be playing, Storm Crow.
Joke aside, there really isn't an explanation I've ever encountered. Just laugh with it when it's legitimately funny, it's part of your identity as a Magic player.
No, Razor Boomerang is terrible. Chimney Imp is historically the worst card ever created, and even Chimney Imp deals 1 damage every turn with you only having to pay 5 mana the first turn you cast him.
Gotta chime in here: you're forgetting that every single untap step, Chimney Imp untaps for free. Doesn't matter which turn it is, if you have an untap step, Chimney Imp untaps. It's easy to forget since they didn't print it on the card but that's his secret ability that really pushes him over the top.
What was your storm count after casting so many Herbal?

its crazy as all get up because i remember someone mentioning on gatherer how confused some people would be who dont understand the sarcasm...like "storm crow is 4.5 out of 5 stars? Wtf?"
It might have something to do with the fact that infamous *****head Martin Shkreli recently expressed interest in acquiring rare Magic cards, and quite a lot of troll posts have suggested that Storm Crow is a hot commodity and he should buy them all.

The troll suggestions are because of the joke, not the other way around. Storm Crow has been the strongest card in Alliances for a lot longer than Shkreli has been in the public eye. Rhadamanthus gave the reason that I've always heard for it.
