That, when I hit with a creature that has something encoded, does the encoded copy trigger cypher, thus encoding the spell again (on another or the same creature)
It was at that moment that I realized: I'm kinda just making these things up. We can just write the rules the way we want them to work. People will have fun, and people will get it.
The cipher part does technically happen, but the copy of the spell stops existing when it moves to the exile zone.
I would add the caveat that this is true based on a literal reading of the reminder text, but it's entirely possible the full rules will "clean things up" by preventing Cipher from applying at all in this instance.
