This is as close as I could get. The tap isn't part of the mana cost, but you'll probably play the activated ability on the stack. Seems kind of screwy to be able to tap on the stack, but "emanating" seems mostly geared towards instants and sorceries anyway.

Ain, your card is bats*** insane. No seriously. It completely trumps Boomerang, and enables chant and recoil in one go?? Geez louise, man, learn some balance!!
The life gain certainly pushes it, since drawing three cards for three mana is already a great deal. I don't know if it could be be truly broken, as life gain often doesn't make a huge effect, and the multicolor restrictions really counts for a lot. But it's certainly strong for such a card.
3-4 life gain is usually insignificant. 7 is high enough that it definitely hurts, even as a sorcery.
There aren't many combinations of card drawing and life gain in one card because they are two strategies feed each other: you gain life to stall, and you draw cards to hopefully get what you need. It can be great tempo for a control player; slowing the opponent down and speeding yourself up all for 3cc.
But it is multicolored and a sorcery. So not broken, per se. Some environments would ignore it entirely. But it is really really good.
