You're viewing things in the wrong light, yes chord is stopped by Teeg. Mindcensor doesn't null Chords and fetches, it neuters then to looking at the top 4.
Play test Chords and you'll see that they can STEAL games you otherwise should not have won and would not have without them. Fetches help smooth out draws esp when you sometimes want all 3 colors available on turn 2/3. In the long run they can also mitigate the amount of shocking yourself you have to do.
Its certainly possible to play a budget version, but do not expect it to be refined or get frustrated with it when it whiffs.
Thoughtseize can be replaced by Duress/IoK depending on your meta

In fact now the only real budget decks I see are soul sisters and mono u tron, that don't require fetches

Hate Creatures (Linvala, Mindcensor, Fulm mage)
all make this deck quite pricey
