I just played a Legacy Progenitus Polymorph that tried to stop me from playing spells with Orim's Chant. He actualyl isochron Sceptered it. Hurkyl's Recall did the trick.
Game 2 I boarded out all my creature hate and put in Leyline of the Void. Hedron crab early, turn 3 Surgical Extract Orim's Chant. I drew the Leyline as first draw, played turn 4, milled him and got Progenitus. He did absolutely nothing of value the rest of the game.
An interesting game, and very nearly my first creature-less game.
So straight Blue/Black Mill does have its uses and good matchups when the foe isn't too aggro or able to pressure at all. And if they have a key combo piece you can remove, Urza Land/Splinter twin, all the better.
I do believe however that the White splashes are best when they use Ensnaring Bridge and 1cmc removal(PATH!!!). Throw in Mesmeric Orb/Gaea's Blessing/Silent Arbiter and you're good.

I didn't even finish reading and my first thought was Spellskite the Abrupt Decays. Its good in a lot of situations aside from that. It's almost an auto-include really, but its a meta call. Because you can do really funky things with it.
Profane Memento is neat and a card I have never seen before. I don't think its better than a Crypt Incursion, however. The value isn't there. Turn 1/2 Mementos will work, but turn 5/6+ will be hard. Incursion still nets you 3 per card and doesn't have to be in early for maximum gain.
Tome Scour < Thought Scour. Digging in your own deck is good. But if you insist of n just milling, why not go for the Mind Sculpt ?
Play some events or playtest events with buds and tell us how it doe.

I wouldn't call oblivion sower slow, but it it just doesn't trigger crabs. Crabs die quickly. Hold off on a crab until turn 7? Sounds like a bad idea.
I was expecting a Blue spell that just straight up exiles top 2 cards, to get the ball rolling for eldrazi. But they seem to relegate all the 'ingest' to the creature damage.
Next set in 4 months. Start the countdown.

Silent Arbiter if you need some Ensnaring Bridge like love.
Why Infest over Languish?
If you're going to run the 9 cards that let your foe search their deck to trigger Archive Trap, you might as well run them instead of the all 4 Tome Scour.
Do you plan to use Tasigur's ability or is he just a beefy blocker? Because Jace's Phantasm and Augur of Bolas (while weaker) are boht versatile as blockers.

Unfortunately, I still haven't tested it in Modern yet as I played Cuneo's standard list to a Game Day victory yesterday.
AUGGH!!! I am jealous. I didn't have half of the cards to build it and really wanted to. Like the only time i'll ever get to play Standard competitively. Went with a backup Abzan Aggro extreme budget build, only 8 folks so we all got Languishes, 2-1 4th place.
I did notice in mine that every opponent had 3 color decks and a good handful of their cards were monocolored. Did you experience as many multi-color decks ? What did that Tutelage win against in game 1? How many colors? How many multicvolor cards/mono color cards?
Tutelage will be junk when Theros/M15 rotate in October, no Dictate. Get it in while you can folks.

The tutelage is just hard to trigger right, non-land + non-colorless, that share a color. In a mono-color deck you have great chances of multiple triggers. Against 2color, you have awful chances, In 3 or 4,5, impossible. You have to hope they are using multi-color cards for this to go off. Or really push to draw many cards per turn.
Thought Scour becomes a Mill 4, draw 1. Pilfered Plans becomes a mill 6, draw 2. A certain card, standard legal, now becomes a turn 6 bomb for this providing 4 triggers and 4 draws. If you survive to 6. As noted, you have to control the board state and your life total. Which isn't easy against the various things out there.
It seemed like a trap then, and it seems like a trap now. Yes, Rookie Jace helps, as do all the tap looter guys. I run a minimum of 3 in EDH just to dig for cards. Magus of the Bazaar is now your de-facto Loot guy, if he lives long enough with 1 toughness.
But in Standard, maybe it is good with the Thopter Spy Network, I almost won a few draft games that way. Almost.

They would both make other blue splashing decks 100X better. Neither are exclusively for Mill, and Brain Freeze is a Storm card, aka broke as feck.

RiP works slightly better. hm. And it bodes well for the white splashy variants.

This pulls so far from the UBx primary mill with control splashes that I don't look at them the same way at all.
I wonder just which version will cost more to build with a lot of the required stuff being standard and a lot of stuff being highly wanted in Modern.
