The two triggers ARE happening at the same time, because they trigger off the same event (the playing of the Plague). I think. However, the two triggers are not controlled by the same player, so there is no order choice. The order is APNAP, active player, then non-active player, and thus the stack as I showed it.
Consider:
You have a Shimmering Glasskite in play, your opponent has a Kami of Fire's Roar and plays Swallowing Plague for 3 targeting Glasskite, using the Kami's spiritcraft to also target the Glasskite.
I believe the Plague gets countered, leaving the Glasskite unable to block (please correct me if I'm wrong. I'm a bit hazy on what the stack would look like here, though I think since the Plague targets first, it would trigger the Glasskite's ability and be countered).

So, on resolution, the Plague gets countered, the GlassKite cannot block.
