Unless there is a blue or white spell that tutors all three cards in one go.

Search your library for up to three cards named Scepter of Empires, Crown of Empires, and/or Throne of Empires, reveal them, put them into your hand, then shuffle your library.
Final guess for Crown of Empires and Throne of Empires
:3mana:,:symtap:: Tap target creature. Exile that creature instead if you control artifacts named Scepter of Empires and Throne of Empires. (works like Dispatch)
:1mana:,:symtap:: Put a 1/1 white Soldier creature token onto the battlefield. Put two 1/1 white Soldier creature tokens onto the battlefield instead if you control artifacts named Scepter of Empires and Crown of Empires.
Hit the guess button "As long as you control all three, creatures tapped by Crown of Empires doesn't untap during their controller's untap step." "Whenever a player is dealt damage by Scepter of Empires, if you control Crown of Empires and Throne of Empires, you may draw a card." "At the beginning of your upkeep, if you control all three, put a +1/+1 counter on each Soldier creature you control."
This would lead to... :symtap:: Scepter of Empires deals 3 damage to target player. Activate this ability only if you control Crown of Empires and Throne of Empires. :3mana:,:symtap:: Exile target creature. Activate this ability only if you control Scepter of Empires and Throne of Empires.
bonus effect seems reasonable. If you control all three and are untapped, prevent all damage that would be dealt to you. If you control all three and are untapped, players skip their untap steps.
Anyway I hope the bonus effect is outstanding enough so we can see these artifacts in standard.
Empty space probably this one... whenever a creature or planeswalker dealt damage by Scepter of Empires dies, untap Scepter of Empires. ... or just some spice of flavor text about Empires, anyway its better than Rod of Ruin.
High chance that rod-like image is Magistrate's Scepter. (Proliferate abuse) and the throne image is Iron Maiden, its time for control decks to bow down on aggro decks.
