So far, through baseless speculation, we've all concluded the following:
1 - That art is probably Liliana. Not certain though.
2 - Liliana is in the set, thus Garruk is definitely in the set.
3 - Baron Sengir is dead because he's the only vampire in existence.. ever
4 - Baron Sengir died to a spell that currently exists in Magic before Innistrad. It is very important that we know what spell this is. Very.
5 - The set has a horror theme and therefore EVERY KEYWORD EVER that references the graveyard is in this set.
6 - All the black cards from Future Sight will be reprinted.
Why are they in a throne room if he was just a random victim? This guy was most likely sitting in that throne before vess arrived. Vess killed/hurt him for a reason.
Look at the Beatdown version of Sengir Vampire (http://magiccards.info/bd/en/29.html) tell me there is no resemblence. Sengir Vampires aren't just found on Dominaria you know.

This. This completely. That, and WotC said they weren't going to revisit an old plane immediately after the Scars block. Also, it's been said already, but I guess we can see why Liliana isn't in M12. Someone also mentioned the possibility of a Garruk 2.0 in this block. Maybe he'd be BG. That would be interesting. I'd like to see that.

And having said that, as charlequin said, this isn't very likely to be Ulgrotha. Innistrad would be an exceptionally weird word if we were.
And just to answer the question, Baron Sengir took over Ulgrotha, turning a HUGE portion of the world into vampires, appointing Ihsan's Shade as his warlord general. Barony Vampire shows that he controls enormous swathes of the land, and Time Spiral proved that he basically completely wiped out the white lands.
No, look at the baron's card, now look back to the innistrad art, that's the baron writhing in agony on the left. It has to be. Why else would they be in a throne room?
