So this is effectively a Winds of Change effect, but the cards are discarded instead of shuffled. One problem: if you're opponent is tapped out, the spell reads:

I was debating between four and five permenants and I thought 5 permenants for 6 mana was way too much. Maybe 4 is too much since it can hits lands... and violent ultimatum costed 1 more and could only hit 3 perms.... hmmmm.... but whoever played that? Like 1 deck in block, right?
